3 1. Network/pool of experts: possible tasks
All MS have a focal point expert; list of names and contacts shared Helpdesk: EEAS/DEVCO stay as central point for helpdesk function Each MS focal point can ask EEAS/DEVCO helpdesk for support, guidance or debate 'Division of labour': are MS interested in co-leading role in support function, and for which countries?

4 2. Improve endorsement/approval process including response
Planning list of upcoming documents: regularly updates to be shared within network; advance warning of documents arriving Streamline/speed up HQs response: Joint HoMs submission; agree on a 6 weeks response timeline; sharing of HQs response notes/messages Upcoming cases: Burundi, Comoros, Kenya, Mali, Paraguay Integration bilateral and joint programming: to be discussed in session on quality requirements on day 2

5 3. Other possible supporting tools
Consultants: information on upcoming country cases; systematic sharing of mission ToRs (beforehand) and reports (afterwards) Joint in-country missions: for countries where more political than technical steer is required, joint mission to be considered Training: EEAS/DEVCO share training package with MS; consider one day train the trainer session; EU Brussels training continue to be open for MS; EEAS/DEVCO capitals visits Videoconferencing: joint EU+MS VCs between HQs and field offices 'Mainstreaming': involvement of geographic and thematic units/desks Cap4dev: most relevant documents are uploaded (JP documents, roadmaps, HoMs reports, EEAS/DEVCO notes); accessibility and inter-activeness could be improved

6 4. Country cases In many country processes run well, others face challenges … and let's start experimenting 'working together' for actual country cases
