Leaders The LTTE supreme leader- Velupillai Prabhakaran
V. Mnoharan -head of the International Secretariat. The political wing is headed by Thamil Chvlam, with Anton Balasingham serving as political advisor and ideologue.. Shanmugalingam Sivshankar, also known as Pottu Amman, served as the LTTE Intelligence Wing Chief as well as second-in-command. Thillaiyampalam Sivanesan, known as Colonel Soosai, headed the LTTE’s navel division. Balasingham Nadesan served as head of the LTTE police force in 1992, but was promoted to chief political advisor in 2007.

Sea Tigers: They are capable of operating in lagoons, territorial, and international waters. The Sea Tigers are generally used to carry out terrorism, while the fleets are used for the illegal trafficking of weapons, drugs, and persons. They have an alarmingly high success rate in carrying out their missions and hitting their targets. Black Tigers: The Black Tigers an arm of the LTTE used exclusively for suicide attacks. Included in the Black Tigers were the Black Tigress/ Freedom Birds, which was the female suicide unit. The cadres of this division are the best of the best LTTE combatants. The Black Tigers lead most of the LTTE military operations Air Tigers: The operations of the Air Tigers were to be airborne suicide attacks in which cadres flew microlight aircrafts, provided by Prabhakaran, filled with explosives into selected buildings. Vythilingam Sornalingam specialized in suicide bombing instructions using microlight aircraft and was educated in aeronautical engineering and flight schools. He was killed on September 26th, 2001 by a claymore mine.
