7. In each phase of development, the focus lies on different key processes:
Bron
1st: goal to create knowledge and mobilize resources
2nd: create prototypes and start experimentation, sometimes in commercial environment, with policy support – so starting to identify niches, eventhough tech is not competitive with mainstream evnironment
3rd: lobby for market emergence increases: bigger investments from government to support the technology, supporting regulations, etc.
4th: it is all about increasing the market, mobilizing more resources as companies start competing for a market share as expectations regarding this increasing market remain stable
