Guidance Note on Transnationality
STRUCTURE OF NOTE Part 1:guidance on the definition and ways of implementing transnational cooperation within meaning of Article 10 ESF Part 2:overview of potential synergies and complementarities between transnational cooperation as defined in Article 10 ESF and other EU instruments, in particular macro-regional strategies Part 3:answers to specific issues raised by both Member States and ESF geographical desks in relation to implementation of transnational cooperation in the context of ESF

PART 1: Key criteria of TNC under Article 10
Promotion of mutual learning Involvement of partners from at least two member states Programming of transnational activities at the level of Operational Programmes

Selection of themes on TNC
Common Themes: 8 themes endorsed Employment, Inclusion, Youth, Education and Skills, Social Economy, Governance, Simplification, Partnership Flexible choice depending on MS specific needs Combined approach

Role of Commission Facilitates transnational cooperation between MS through mutual learning and coordinated joint action Operates EU-level Platform and develops coordinated implementation framework

PART 2: Synergies/complementarities
Synergies with EaSI, Erasmus+, Horizon 2020, EU health programme, etc: Article 13 CPR Guidance ESF support to macro-regional strategies with a view to addressing common challenges in defined geographical area
