28 ESB Networks Supplier Support Arrangements
Supplier Support Arrangements issued to all MPs on February 3rd Intention is for MPs to continue to use current arrangements (shared mailboxes etc) initially and use named individuals for escalation purposes May need review following a number of organisation re-structures taking place at present within ESB Networks

29 ESB Networks Erroneous De-registrations - Steps to prevent a re-occurrence Modified CX111 procedure being implemented Suppliers advised by e mail where NPA de-energisation request is not completed by Networks NPA de-energisations to be reviewed by Networks within three months Other changes being reviewed including a modification to de-registration procedure

30 ESB Networks Business rules for estimation/substitution of QH meter data Propose change to MPD 15 Data Processing for QH meters section 3 Supplementary Information as follows; The QH Data Collector will report to MRSO where estimated or substituted data has been used continuously for more than one week, and the reasons for same and thereafter to report two weekly to MRSO on status of the site until actual data is obtained for a particular site. MRSO will in turn report to a particular Supplier until the problem is resolved. Discussion Request to follow

31 MRSO Update John Casey – MRSO

32 MRSO Erroneous De Registrations Sites Energised without Registration
Most sites now corrected Still in discussions with one supplier re means of correcting the situation See also update later from Networks on lessons learnt Sites Energised without Registration A small number of sites over 30 kVA were energised without a registration Networks have contacted the customers advising them of need to sign up with a Supplier. Most have now signed up but not all and Networks are continue to follow up. System Control to avoid a recurrence is planned to go live at end of March

33 MRSO Delays in Completing Registration of New Connections
We are currently investigating a small number of sites that may not have been advised as energised and so registration has not been completed. We will also review the controls in this area with Networks to ensure that they are adequate. Transmission Connected Sites ESBNG to provide import data for 4 sites One of these is outstanding for some time.

34 MRSO QH sites designated as NQH in SAP IS-U
Just under 1,000 remain outstanding from original programme to be changed in March and balance in May PDS have started the first bi annual audit of sites and are preparing a new ‘eligible ‘ list and programme of work. Revised list and planned programme to be advised shortly Annual Verification of Data – per MPD 15 PDS expect to have proposals on annual verification shortly and will then agree with CER Note also that PDS have problems with validating data for a small number of sites where data is provided by Grid and this is under review.

35 MRSO Re Aggregation December ReAggregation CD issued last week
13 Month Issue This item is still on agenda for Mods Panel to agree – key items are materiality and pricing Following discussions with CER, SSA and MRSO a Proposed Modification will be submitted to next meeting of Mods Panel covering these items MCR will then issue to IGG for agreement of IGG.

36 MRSO Consumption Adjustments MPD 17
These cover revenue protection and meter/time switch faults which are not automatically included in Aggregation This item to be considered also at next Mods Panel meeting. Following discussions at Mods Panel an MCR will then issue to IGG for agreement of IGG Proposal being put to Mods panel is that consumption adjustments within 13 months will be advised to Settlement by a manual extract consumption adjustments greater than 13 months would be treated same as consumption outside 13 month window.

Decision on Terms of Reference for Design Administrator role published on January 10th Currently preparing budget and workplan for review by CER

41 Retail Market Design Service Update
All Island Project Initial meeting held with Northern Ireland Design Administrator Long term plan to review NI design with aim of streamlining and improving processes Regular meetings with SIMDRACS project

42 Retail Market Design Service Update
Other Markets Attended Gas Markets equivalent of the MRG (the GMARG) Initial communications around processes and standards in the Retail Electricity Market and the proposed Gas market Discussions around data protection and Connection Agreements continuing

43 Retail Market Design Service Update
Quality Review Currently undertaking a review of all processes including: Change and defect management Issue resolution Assurance New Entrant support Medium to Long term goal of ISO 9001 certification

44 Migration of Market Design to new Process Modelling tool
Limitations of current documentation set MPDs provide a ‘flat’ view of the process which is sometimes unwieldy and difficult to navigate No link between processes and message Duplication of message related data in a number of different documents – leads to confusion for users and duplication of work for maintainers of the data

45 Migration of Market Design to new Process Modelling tool
Process Modelling Tools have been used to great effect in other markets Benefits of using a similar tool in the Irish Retail Market being investigated Allow publication of documents to the internet showing links between processes and messages Ease of maintenance Usability Tool being proposed is ARIS

46 Migration of Market Design to new Process Modelling tool
IT Consulting group within ESB evaluated several process modelling tools ARIS was selected as a result of: Appearance of the MPDs Easier printing capabilities End user functionality Supported by evidence from Gartner

47 Migration of Market Design to new Process Modelling tool
DEMONSTRATION

48 Migration of Market Design to new Process Modelling tool
Issues for investigation Further work needed on reporting capabilities – likely that customised reports will be needed Printing diagrams is possible Web published output requires some Java based functionality – most likely to be Java 1.1 – does this pose problems for any MP?

68 Retail Market Design Learning Points
MPs asked to ensure agents are aware of the correct process to initiate in the correct circumstance Issues arose recently where one MP tried to carry out a CoLE at a premise to which they were already registered rather than a CoS to register a new site Most likely to happen at flats etc where the addresses are easily confused by call centre/customer service agents

Cormac Madden, ESB Networks

70 Future release of Market systems
Final opportunity for DRs and MCRs to be discussed Where an MCR involves addition of codes to schema only, proposing to take these as part of scope for next release Asking all MPs to prioritise all other DRs and MCRs by Thursday March 2nd to allow a decision on the release to be made Results of this prioritisation will issue to CER for final decision
