Common Foreign Security and Policy (CFSP) in the Masstricht treaty of 1992 Member States want to find a role next to NATO, UN and OSCE The EU has the highest development aid budget Diplomatic focus, passive structures Military intervention only selective and rather small Focus on development aid and trade deals “Berlin Plus” arrangements 2003 – EU wants to build military strength ESDP European Security and Defence Policy

The Commission Implementation of external relation responsabilities through five Directorates-General: External Relations, Trade, enlargement, Development and Humanitarian Aid) Form the Group of Commissioners for External Relations – chaired by President Barroso Tasks: Conrol of Personal Cabinets, dealing with political questions concerning external states Directorates-General and European Neighbourhood Policy (RELEX) is subdivided in directorates with different tasks, e.g.: Directorate A: thematic and institutional aspects of CFSP in all geographic regions, including the Conflict Prevention and Crisis Management Unit

Operations: The UN and the EU cooperated in the following crisis management areas: In Bosnia Herzegowina, the UN International Police Task Force handed over its responsibilities to the EU Police Mission In the Democratic Republic of Congo, the EU Military Operation (Artemis) was deployed at the request of the Security Council EUFOR RD CONGO (starting 20 July 2006) mission to support the UN mission (MONUC) during the elections in the Democratic Republic of Congo
