Project Overview Purpose Objectives
Replace the existing PSLMR system to enable the State’s mission critical public safety entities, first responders, and governmental agents to better focus on accomplishing their mission using an updated, feature-rich system. Objectives Provide increased capabilities for public safety communications to include such features as: enhanced coverage, digital voice capabilities, expanded capacity, scalability, P25 compliance, IP connectivity, enhanced management of the system and provision of a consolidated platform benefitting first responders Demonstrate state’s continued investment in providing public safety grade communications for responders in state and local entities, and others, as may be identified and appropriate

Approach This project will occur in five separate phases, with each phase building upon and supplementing the previous phase: Phase I: Procure critical hardware, plan approach to multi-year project. Deploy phase I of coverage and system enhancement: Chaves, Eddy, & Lea Counties based on feedback from key stakeholder agencies, available funding and maximum return on investment. Phase II: Continue deployment of system coverage and subscribers per project plan, strategic goals and funding availability. Phase III: Continue deployment of system coverage and subscribers per project plan, strategic goals and funding availability. Phase IV: Continue deployment of system coverage and subscribers per project plan, strategic goals and funding availability. Phase V: Complete deployment of system coverage and review / compile documentation and project closeout. Begin lifecycle management and extended support.

Funding and Certification History Date Certification Phase Amount Funding Source Sept 2018 Initiation $10,000,000 Laws of 2018, HB 306 Severance Tax Bond Projects Total Certified: $10,000,000 This project will be completed in a total of five years, with a total estimated cost of $130,000,000 - $150,000,000. The project will be executed in five separate phases each with a specific set of goals and objectives. Phased deployment of the system will allow immediate benefit for each phase to be realized.
