2. Project Overview Purpose Objectives
Replace the existing PSLMR system to enable the State’s mission critical public safety entities, first responders, and governmental agents to better focus on accomplishing their mission using an updated, feature-rich system.
Objectives
Provide increased capabilities for public safety communications to include such features as: enhanced coverage, digital voice capabilities, expanded capacity, scalability, P25 compliance, IP connectivity, enhanced management of the system and provision of a consolidated platform benefitting first responders
Demonstrate state’s continued investment in providing public safety grade communications for responders in state and local entities, and others, as may be identified and appropriate

3. Approach
This project will occur in five separate phases, with each phase building upon and supplementing the previous phase:
Phase I: Procure critical hardware, plan approach to multi-year project. Deploy phase I of coverage and system enhancement: Chaves, Eddy, & Lea Counties based on feedback from key stakeholder agencies, available funding and maximum return on investment.
Phase II: Continue deployment of system coverage and subscribers per project plan, strategic goals and funding availability.
Phase III: Continue deployment of system coverage and subscribers per project plan, strategic goals and funding availability.
Phase IV: Continue deployment of system coverage and subscribers per project plan, strategic goals and funding availability.
Phase V: Complete deployment of system coverage and review / compile documentation and project closeout. Begin lifecycle management and extended support.
