Campus Accountability and Safety Act (CASA)

Introduction Bipartisan bill introduced in the last legislative session (S. 590 & H.R. 1310) Main goal of CASA: to change the way in which universities address and prevent sexual assault on campus, and how they provide support/resources for victims Current status: referred to / hearings held in Senate Committee on Health, Education, Labor, and Pensions

What would CASA ask of universities?
Require more detailed reporting on sexual assault Conduct “climate surveys” and make them publicly available Enter into a MOU with local law enforcement agency

Codification of Title XI Guidance (2001) Redefining “responsible employee” Creation of a campus security policy (amnesty policy, rejecting “opt-out”, written notice, provision of confidential advisors) Huge increase in fines for violation of Clery Act or noncompliance w/ MOU Public disclosure of investigations
