3 Triple Aim under the ACA
The Triple Aim, an approach to health delivery that targets quality, cost and population health. The term “Triple Aim” refers to the simultaneous pursuit of improving the patient experience of care, improving the health of populations, and reducing the per capita cost of health care. It has become the organizing framework for the US National Quality Strategy, for strategies of public and private health organizations around the world, and for many other organizations.

5 What is a population? The total population refers to all the residents of a geopolitical area, within which a variety of sub-populations can be defined. Sub-populations can be defined in a variety of ways, including by income, race/ethnicity, disease burden, or those served by a particular health system or in a particular workforce. Populations served by a Triple Aim initiative might be either a total population or a sub-population defined in this way; in either case, it is essential to specify the population.

The three dimensions of the Triple Aim, taken together, provide a useful framework for measuring value in health care. Cost measurement in isolation doesn’t have much value; it needs to be combined with measures of the other two dimensions of the Triple Aim.
