INTRODUCTION : One of the keys to increase the capacity of the nation’s competitiveness is through innovation URGENCY OF INNOVATION IN PUBLIC SECTOR Article 386 Paragraph (1) of the Act states that in order to improve the performance of the local administration, local government can run innovation. ACT NO. 23 OF REGARDING LOCAL GOVERNMENT The most common challenges are related to resources constraint: unsustainable innovation; CHALLENGES FOR LOCAL GOVERNMENT IN CONDUCTING INNOVATION IN PUBLIC SERVICES PREVIOUS STUDIES REGARDING KEY SUCCEESSFUL FACTORS TO OVERCOME THE CHALLENGES: By involving wider participants such as private sectors, academia, and public/community as this can bring broader resources and give broader benefits/impact

Bandung City as A Creative City
Bandung City is among local government with most innovation initiatives (MBR, 2014) DATA ANALYSIS The city government develops a Multi-Stakeholders Partnership (MSP) Model which enables some stakeholders to get involved in the development of Bandung City by utilizing Corporate Social Responsibility (CSR) funding provided by private sectors. Research Questions: How the existing condition of Multi Stakeholders Partnership (MSP) Model applied in Bandung City? 2) What are the strategies & prerequisites needed for a greater success implementation of the MSP Model? ROLES 1. Local Government Advocating private sectors to get involved in the development through CSR funds Facilitating and supervising the implementation of CSR programs through CSR Forum 2. Academia Provide advice/recommendations for the implementation of CSR programs (academia take roles as individual, not as representative of the university as institutional) 3. Private Sectors Initiating and Designing CSR innovative programs (based on companies’s vision/goals) Funding/Financing CSR innovative programs Implementing CSR innovative Programs Reporting CSR innovative programs 4. Civil Society Designing and Proposing Initiative Programs (mostly only for incidental programs that cannot be chategorized as innovative programs) Receiving the Benefits (Beneficiary) of CSR Programs

1c. Strength & Weakness of The Existing Model
Weaknesses Strengths 1. Local Leader’s Commitment The elected Mayor, Ridwan Kamil has brought fresh air for better utilization of CSR funds 1. High Dependency on Local Leader Figure Ridwan Kamil figure allegedly has a strong impact for the establishment of trust of the private sectors to engage in the developmant of Bandung City through CSR funds but has not been followed by the implementing staffs. 2. Supporting Regulation Some regulations have been enacted to optimize the utilization of CSR funds. 2. Obscure roles of Stakeholders Involved There are unclear concept of division of assignments among stakeholders involved: 3. A channel for communication To build communication among stakeholders involved in the CSR programs, a forum called as CSR forum was established. 3. Lack of Agreement among stakeholders CSR Forum has not functioned optimally to build Collective agreements yet INTEGRITAS PROFESIONAL INOVATIF PEDULI PKP2A I LAN

2a. Objectives of The New MSP Model
To encourage broader stakeholders to be more actively involved in the innovation programs in the local level. This is aimed to overcome the limited resources challenges faced by the local governments To generate more extensive innovation ideas for local development. This is important as the development should be shared-responsibilities among all stakeholders To generate larger impact and benefits of local public service innovation INTEGRITAS PROFESIONAL INOVATIF PEDULI PKP2A I LAN

Role (s) 1. Local Government Serving as a leading actor in charge in formulating regulations, managing the conflicts, keeping the participation process productive, providing resources such as human resources or other enabling resources. 2. Private Sectors Providing resources through the allocation of CSR funds, also act as innovative ideas initiators. 3. Community/Civil Society Identifying needs, interests and problems, and also taking part as innovative ideas initiators. 4. Universities Plays a role in providing intellectual resources that can carry out supporting research in the framework of development innovations in the region.

2d. Prerequisites For Successful Implementation
For Private Sectors For Local Government The existence of good corporate values A guarantee of good governance implementation that can stimulate trust from other stakeholders; The existence of commitment and responsibility of the company The existence of commitment and responsibility from the government; The existence of economic policies that support the growth of the company The existence of transparency in every process. The existence of regulatory support at the level of local government underlying the implementation of this MSP Model Programs are realistic and possible to do with available resources INTEGRITAS PROFESIONAL INOVATIF PEDULI PKP2A I LAN

2d. Prerequisites For Successful Implementation (2)
For University Mandatory Prerequisites The existence of good university values as part of three collage devotions (Tri Dharma Perguruan Tinggi) The existence of agreement among stakeholders involved; Each stakeholder should understand the objectives of partnership, roles and responsibilities of each stakeholders The commitment and responsibility of universities to be actively involved in development Continuous spirit in leadership. As most public services innovations are initiated and formed along with the momentum that is engaged with local leadership, thus it is important to institutionalize innovation cultures among stakeholders. For Civil Society The commitment and awareness of the community to actively participate in the development process both in planning, implementing, evaluating and monitoring INTEGRITAS PROFESIONAL INOVATIF PEDULI PKP2A I LAN
