15. Reasons for Acting/secondments
Change Management Programme Capacity- Not to commit all COE funds without considering the payment model which required a new structure
Temporary intervention while recruitment is underway
Recruitment depends on availability of the Executive Officer
NB: Travel expenditure and accommodation for the officials acting outside their head quarters include the expenditure relating to normal operation of a post

16. Challenges
Acting was meant for a short period (Initial Six (6) months)
Alternative accommodation requires a longer lease contract period
Most estate agencies do not provide furnished accommodation
Logistics with regard to other applicable services (Cleaning, security, catering, laundry, Water and electricity)
