We have been collecting feedback to help us understand stakeholder positions on policy issues relating to Expanded Learning Opportunities.

8. Access to Expanded Learning
Access & Equity
Expanded learning opportunities should be provided for at-risk students at no cost. Or
Programming should be open to all and participation based on a first-come first-served basis.

9. Funding for Expanded Learning
There should be a dedicated line item for Expanded Learning Opportunities aligning with in-demand jobs in Oregon. OR
School districts should be able creatively use their funding sources to support out-of-school time activities for their students.
All out-of-school-time programs should be self-supporting at the program level.

10. Earning Credit for ELOs
Credit should be offered to students participating in Expanded Learning Opportunities, based on an alignment/agreement with local school district. OR
Credit may be offered to students participating in Expanded Learning Opportunities based on proficiency measures.
Background: Earning credit in out-of-school time in Oregon:
2002 Oregon State Board of Education allows school districts to award credit to high school students based on proficiency.
2004 – Proficiency credit programs piloted in seven schools
2007 Grad requirements increased. Proficiency-based credit can fulfill some of these requirements.
2009 Credit options rule – all in-class work must connect to a mastery of standards.
2011 – HB 2220 – student proficiency evaluation include content-based assessments and performance-based assessment. (AR Summary attached)
