NOAA : National Oceanic and Atmospheric Administration
Mission: To understand and predict changes in climate, weather, oceans and coasts. To conserve and manage coastal and marine ecosystems and resources. To share that knowledge and information with others. December 4, 2018

NOAA’s SBIR Program NOAA's SBIR Program is seeking highly innovative products and services with excellent commercial potential. All SBIR proposals must directly benefit the NOAA mission, as well as be responsive to the greater market demands in order to be successful. December 4, 2018
6
NOAA SBIR Topics Based on the four strategic goals of NOAA’s 5-Year Research and Development Plan ( ): Climate Adaptation and Mitigation Weather-Ready Nation Healthy Oceans Resilient Coastal Communities and Economies Plus: Technology Transfer December 4, 2018
7
Climate Adaption and Mitigation
What is the state of the climate system and how is it evolving? What causes climate variability and change on global to regional scales? What improvements in global and regional climate predictions are possible? How can NOAA best inform and support the Nation’s efforts to adapt to the impacts of climate variability and change? Ice and open water in the Beaufort Sea north of Alaska. Credit: NOAA December 4, 2018
8
A Weather Ready Nation How can we improve forecasts, warnings, and decision support for high-impact weather events? How does climate affect seasonal weather and extreme weather events? How can we improve space weather warnings? How can we improve forecasts for freshwater resource management? NOAA center for weather and climate prediction, College Park, Maryland. 9
Healthy Oceans How do environmental changes affect marine ecosystems?
What exists in the unexplored areas of our oceans? How can emerging technologies improve ecosystem-based management? How can we ensure aquaculture is sustainable? How is the chemistry of our ocean changing and what are the effects? Coral Reef, Florida Keys. Credit: NOAA December 4, 2018
10
Resilient Coastal Communities And Economies
What is the value of coastal ecosystems? How do coastal species respond to and relate to habitat loss, degradation and change? How do we ensure that growing maritime commerce stays safe and sustainable? How do we reduce the economic, ecological, and health impacts of degraded water quality? How is the Arctic affected by expanding industry and commerce? Bleached brain coral. To determine the effects of bleaching events, NOAA assesses the extent of bleaching, recovery, and mortality of corals. Credit: NOAA December 4, 2018

Technology Transfer The Technology Transfer topic is not one of the goals in the NOAA R&D Strategic Plan. However, the NOAA laboratories have the ability to grant licenses to patent / patent-pending technologies developed within the agency for mission-related projects. Each SBIR project under this subtopic will vary from year to year. For example, in FY16, the following NOAA technologies were highlighted as SBIR subtopics. Smart Module for Communications and Coordination NOy (Total Reactive Nitrogen) Sensor Wave measurement from a Fixed Buoy Innovative sensor for detecting NOy in the atmosphere developed at NOAA’ s Earth System Research Laboratory in Boulder, Colorado. What’s next? FY2017 NOAA SBIR Solicitation – mid October 2016
Proposals due mid January 2017 Q&A ends early December 2016 Read the solicitation carefully and follow instructions! Mission-related questions to see if your product fits? See us at our booth or go to our website. We have contact information for the various NOAA mission goals. TIP: When proposing your technology, ask yourself: Is it innovative and relevant to NOAA’s mission? Can I commercialize this product? Are all required documents and info included before I submit this proposal? December 4, 2018
