Pennsylvania Budget Facts about the spending plan proposed by the General Assembly. HB1460 passed by the General Assembly contained funding for the entire FY 3.7% increase in general fund spending versus FY Total spend of $30,263,236,000 including appropriations for Lincoln, Pitt, Temple, University of Pennsylvania(veterinary activities/Center for infectious Disease) and Penn State – state appropriations for these institutions are considered non preferred . Approval of non preferred appropriations requires a 2/3 vote of the General Assembly. 12/5/2018
