Commercial Card Solutions Lead State - Washington KPMG Benchmark Perspective was based on 2011 P-Card spend through the WSCA-NASPO contract led by California Overall, WSCA-NASPOs total estimated rebate for the new contract was better than any of the targeted states WSCA-NASPOs rebate was capped at 130 bps or 1.3% regardless of annual spend volume which was lower than the target states however, they receive an additional 45 bps or.45% for annual spend volume greater than or equal to $500MM. This makes them 2 nd highest to all the target states. WSCA-NASPO has the highest rebate for Large Ticket Rebate at 75 bps or.75%, regardless of spend volume. 13

State signs a Participating Addenda for entire state Every legally eligible entity in the state can participate 2. State signs a Participating Addenda for non state entities Every legally eligible entity that is not a STATE agency can participate 3. State does not sign a Participating Addenda Political subdivisions wishing to participate may contact the WSCA-NASPO Cooperative Development Coordinator (WNCDT) who will contact the STATE CHIEF PROCUREMENT OFFICIAL asking for approval for that entity to sign their own Participating Addendum. Entities may be given approval on an individual basis or State CPO may give approval to all entities within the state to execute their own Participating Addendums.

Negotiations will be handled directly between entity and contractor.
