2 What is FALC (Funding Agencies for Large Colliders)?
FALC is an informal venue for funding agencies in the world to share the information on future particle collider accelerators and research in particle physics therein. It was established as Funding Agencies for Linear Colliders in 2003. Current members and invitees Members (Representatives of funding agencies or their nominees) Canada, China, France , Germany , India, Italy , Japan , Korea, Spain, UK, US, and CERN council Invitees  ICFA Chair, Linear Collider Board (LCB) Chair, Linear Collider Collaboration (LCC) Director   One lab director from each region (CERN, Fermilab and KEK Directors ) Usually, FALC meets twice a year.

ICFA report The “Summary” by the ILC Advisory Panel was discussed at the ICFA/LCB meetings in August A short letter to the Panel was sent by ICFA, a document for clarification of issues raised is under preparation. LCC report Status report on ILC by MEXT Status report based on the final version of “Interim Summary” released in early August 2015, and schedule and next steps

May 2014: MEXT set up ILC Advisory Panel with two WGs (Physics, TDR Validation) ILC Advisory Panel Particle and Nuclear Physics Working Group Established in June 2014 TDR Validation Working Group Established in June 2014 Established in May 2014 MEXT Under ILC TF headed by State Minister of MEXT Research contract Survey of technological spin-offs and Research trends The third WG on human resource was established in November, 2015.

Scientific merit of ILC The ILC is considered to be important because of its capability to investigate new physics beyond the Standard Model by exploring new particles and precisely measuring the Higgs boson and top quark. It should be also noted that the ILC might be able to discover a new particles which are difficult to be detected in LHC experiments. ILC experiments are able to search for new particles, different from the ones that LHC experiments have been searching for. In case these new particles are supersymmetric particles, ILC and LHC experiments can study them complementally. On the other hand ILC experiments can carry out more precise measurement of the Higgs boson and the top quark, which are beyond the reach of LHC experiments.

11 ILC Advisory Panel’s Summary : the recommendations
Recommendation 1: “The ILC project requires huge investment that is so huge that a single country cannot cover, thus it is indispensable to share the cost internationally. From the viewpoint that the huge investments in new science projects must be weighed based upon the scientific merit of the project, a clear vision on the discovery potential of new particles as well as that of precision measurements of the Higgs boson and the top quark has to be shown so as to bring about novel development that goes beyond the Standard Model of the particle physics.” Recommendation 2: “Since the specifications of the performance and the scientific achievements of the ILC are considered to be designed based on the results of LHC experiments, which are planned to be executed through the end of 2017, it is necessary to closely monitor, analyze and examine the development of LHC experiments. Furthermore, it is necessary to clarify how to solve technical issues and how to mitigate cost risk associated with the project.” Recommendation 3: “While presenting the total project plan, including not only the plan for the accelerator and related facilities but also the plan for other infrastructure as well as efforts pointed out in Recommendations 1 & 2, it is important to have general understanding on the project by the public and science communities.” ICFA document KEK DG starts to talk to key persons in various fields (pamphlet in the nest two pages)

14 Action the worldwide HEP community needs to take to realize the ILC
From Statement on “Towards the realisation of the International Linear Collider” at ILC Tokyo Event, 22 April 2015, Tokyo (3) The ILC is one of the largest scientific projects ever proposed, on a similar scale to the Large Hadron Collider  project and that its realisation as an international project requires the establishment of an international framework for sharing the cost and expertise among countries. We therefore intend to facilitate discussions between governments and funding authorities to achieve this goal as soon as possible. 15 KEK-ILC Action Plan In May 2015, KEK DG Yamauchi set up a working group to make a plan for KEK to start the preparation organization structure when the MEXT gives green light for the ILC (=a formal announcement made by MEXT to start a negotiation with foreign countries, with assuming the ILC to be realized) The WG is asked to provide the KEK ILC action plan how the KEK re-structuring can be made and how the executing organization can de started up, with which kind of time scale, when the “Green Sign” will be given. The final draft is submitted to KEK DG. The action plan will be available shortly. The action plan includes necessary human resource in and outside of Japan and the actions to be necessary from starting the main preparation period to reaching the ILC construction project start under an International Agreement. The plan is in accordance with Revised ILC Project Implementation Planning (PIP) in July 2015 by working group under LCB.

16 MEXT Human resource WG November 18, 2015 The action plan is a starting point to prepare for further practical plan based on wider discussions with relevant organizations and persons..

17 Summary MEXT set up the ILC Advisory Panel and is seriously investigating issues required to judge hosting ILC. ILC Advisory Panel’s Summary implies that discussions with foreign countries at the government level is indispensable and that LHC results (〜2017) should be monitored closely and taken into account. FALC is a useful body for communications at the funding agency level. KEK will continue accelerator R&D program at ATF, STF and CFF facilities collaborating with the international team. provide the ILC Advisory Panel with appropriate information to help their timely conclusion. intend to facilitate discussions between governments and funding authorities. develop our Acton Plan to prepare for green light given by MEXT.
