Why does the author say that nearly all the fisherman should feel guilty for the "calamity"?(Because they misreported their catches, destroyed the cod on breeding grounds, dumped tons of unwanted fish overboard to rot on the ocean floor and used high-tech-equipped ships to catch entire schools of fish.)
