3 SSCP aims to improve safety performance in the offshore oil and gas industry over the long term by improving the competence of offshore construction and installation supervisors. SSCP sets a benchmark for the safety competence of offshore supervisors in our industry. SSCP delivers a consistent approach to ensuring that supervisors meet this benchmark. 4 Program Mandate www.safesupervisor.com.au Oil and gas industry leaders now require all supervisors working in offshore construction and installation to participate in SSCP and to obtain an SSCP card. This mandate is explained in more detail in a Frequently Asked Questions (FAQ) document. 5 SSCP was established to develop and implement a standard of competency for offshore oil and gas construction and installation supervisors. The goal of the program is to address the following important issues within the industry: Supervisors are often selected based on technical skills / experience. Not people management ability. Supervisors are a critical interface whereby onshore safety messages / attitudes / culture / values are transferred to offshore workforce (and vice versa). They are responsible for delivering consistency in safety expectations. The industry needs their commitment/support in order to improve safety. Safety statistics indicate that the performance of Australian offshore oil and gas construction is not as good as other parts of the world (including Asia). Offshore oil and gas construction workforce is typically high turnover and constantly changing. Staff regularly change employers. Projects come and go rapidly. A supervisor on one job may become a worker on the next job. (Re)training of supervisors for each job / client / employer is expensive. Why? www.safesupervisor.com.au

6 The program applies to all supervisors working in the Australian offshore oil and gas industry. Offshore oil and gas means: construction black trades (scaffolding, rigging, welding, crane operations, etc). In December 2012, SSCP scope was expanded to include installation: marine, ROV and diving occupations. Supervisor means 1-up and 2-up from the worker. Who? www.safesupervisor.com.au

8 Undertake SSCP training delivered by a Training Organisation licensed to deliver SSCP training and undergo observation in the classroom using SSSCP training observation tools Undergo observation in the workplace by a Nominated Assessor who meets SSCP requirements and uses SSCP workplace assessment tools Successful candidates are then issued an SSCP card as evidence that they have satisfied the requirements of the program www.safesupervisor.com.au Pathway

11 SSCP currently operates under the auspices of Offshore Project Safe In March 2013, SSCP will transition to operating under the auspices of the APPEA, the peak national body representing Australias upstream oil and gas exploration and production industry It is anticipated that APPEA will work with industry, over time, to expand SSCP to cover all supervisors in Australias upstream oil and gas industry www.safesupervisor.com.au The Future
