All large companies had a significant incentive to ensure no industry accidents… …but small companies had potentially an incentive to be ‘dirty’ and unsafe CMA used a number of methods for managing risks - publicize Responsible Care as industry-supported program - gain senior management commitment . personal . liability (?) - publicize intransigents as such? - monitor internally - fee structure to change nature of problem--make participation ‘free’ - dissent procedures - specific, clear actions specified in program
