The Uniform Inspection Procedure
The concept of the OVID programme mirrors that of the experience of the SIRE programme in that a uniform inspection procedure is used. All members have the same question set and the same software application for completion of the report. All reports will look identical.

The OVID Programme Policy rests on a single statement. Submitting Members are committed to provide OVIQs containing all the information required by all other submitting Members

The Experiences of the OVID Programme
Report Recipients were often (and are still, sometimes) unable to make an informed decision as to the acceptability of the vessel. Why…? Reports do not contain sufficient information and/or the specific questions in the OVIQ have not been answered

The Silver Bullet Is OVID the Silver Bullet of Inspections? No….
No one inspection format can cover all of the requirements of the Oil Majors OVID is not a suitability Survey OVID IS a general marine inspection that also reviews the operators SMS system via the OVIQ and OVMSA. Due to the dynamics of the offshore world, unfortunately there will always be multiple checks on offshore vessels to ensure safety, procedures, integrity and operational suitability.

Delivering Uniform Reports
All the questions must be answered to fully meet the requirements of the question. All questions requiring mandatory comments (indicated by yellow highlights) must provide the requested information. All questions must be addressed with equal emphasis.

Inspecting to a Standard Procedure
The inspection must not be limited only to those priorities which concern the OCIMF Member who commissioned the inspection. You must take into account, all of the questions and inspector guidance that is contained in the OVIQ

Delivering a uniform report
A uniformity in the delivered report requires the inspector to: Understand the OVIQ questions; Answer the questions correctly; and Address the requirements of ALL OCIMF Members.

The Role of the Inspection Report
The correct decision as to vessel acceptability is critically dependent on this The report must contain accurate information relating to a vessel’s appearance, its equipment and the operational practices observed during the course of the inspection.

The Importance of the OVID report
Your inspection report may be accessed many times by OVID Recipients during its 24 month life in the data base OVID is used by 71 OCIMF members OVID Recipients insist that your report is accurate and complete The consequences of wrong chartering decision can be enormous

Tracking Registers Tracking registers are not permitted by OCIMF. Why?
The use of tracking registers by the inspector could be viewed as a violation of Anti-Trust/Anti-Competition. OCIMF Members may use a tracking register internally, but must not share this information with the vessel operator or inspector if OVID questions are included.
