China and Regional Cooperative Diplomacy

4. China’s peaceful rise is conducive to the peace and stability of Asia and Pacific regions. The steady rise of China’s position and role in dealing with international and regional problems proves China’s success in “cooperative diplomacy”. To construct the security order in the Asia-Pacific region provides important guarantee to China’s peaceful rise.

5. China's Peaceful Rise in the Context of Globalization
As early as in the 1980s, Comrade Deng Xiaoping proposed that “China pursues a peaceful development road,” stressing that it was a trend of the times in international relations. Later, he stressed: China should carry out the strategy of “hide our capacity”.

6. Cooperative Mechanism of Regional Security
The construction of an international normative-contractual order is the international environment that China’s peaceful rise needs. The so-called normative-contractual order mainly has the following features: (1) to regulate interactive relations between countries through the establishment of international mechanisms; (2) to achieve regional security through mutual interdependence and economic cooperation; (3) to establish an international order through formulating international norms and international laws.

7. Peaceful Rise and the Recognition of Regional Culture
Hu Jintao elaborated in detail on China’s proposal concerning the construction of a “harmonious world of common prosperity,” which includes: adherence to multilateralism to achieve common security; adherence to cooperation for mutual benefit to realize common development and prosperity; and adherence to the spirit of tolerance to realize the harmonious coexistence of various cultures and the construction of a harmonious world.

8. Properly Handle Relations with Interested Countries
From the perspective of external relations, the “five principles of peaceful coexistence,” proposed by China 50 years ago, remain the guiding principles of international relations. China's proposal of the principle of “shelving differences and seeking joint development” with surrounding countries concerning territorial seas and the peaceful settlement of border disputes between China and Russia, China and Vietnam, and China and India has demonstrated the sincerity and skill of China, which is rising peacefully and settling disputes in a mutual respectful, peaceful, and reasonable way.
