4. Common Inspection Framework (CIF)
Inspectors make graded judgements, using the four-point scale, on the following areas:
Effectiveness of leadership and management
Quality of teaching, learning and assessment
Personal development, behaviour and welfare
Outcomes for children and learners.
They also make a written judgement about the effectiveness of safeguarding in the provision.

5. Main changes for early years
Pre-schools and nurseries now have half a day’s notice of a routine cycle inspection
Specific judgement on teaching, learning and assessment
Separate judgement on outcomes

Inspections carried out by 31 December 2015 and published as at 31 January 2016.
