Survey on Strategic management
To trigger the discussion on the topic. 20 statements on Strategic Management in random order. Statement form 10 pairs (always one from Bureacratic approach to strategic management and one from Flexible approach). 24 replies (9 anonymous, 15 identified). 2 persons claimed they are unable to reply because their organisation have no strategic management at all (both from academia). Anonymous answers more support the Bureaucratic set of statements (in 4 cases even with statistical significance).

Throughout the whole meeting (including the articles for the preparation) I discovered how harmful can be setting targets for the employees in the services. We should been asking ourselves the question what is the purpose of the work we are doing and what is the added value for our client. How to change thinking – interested in how to “create the environment to unlearn an relearn” Look at flow, not costs – try to find failure demand. Thinking about PURPOSE in every occasion of optimalization. The importance of managers in changing process of thinking and how to involve them. „Vanguard Method“ cluster.

In services it’s always important to keep in mind the variety of demand of the customer. Difference between optimizing manufacturing process and services. Importance of the purpose. Value & failure demand. Variety matters! Don’t be afraid to have and apply counter-intuitive ideas :-). Different look at organization and its functioning as a system, with specific purpose. „Vanguard Method“ cluster.

The need to intensify the analysis on the future of ESF / post 2020.
Use the network much more as network and I suggest to continue with participating experts from sector and do much more practical => workshops. Other issues.

As announced by by Мария Христова At the meeting of the ESF Evaluation Partnership Latvia raised the issue, that the long-term result indicator (LTRI) “Participants in employment six months after leaving” is actually not only not in line with the logic of intervention of training of physicians, teachers, civil servants, magistrates, court officials, but it actually contradicts the intervention logic for such training interventions.

Bulgarian proposal on Indicators
Bulgarian OP “Good Governance” is strongly in favor of the Latvian proposal, that the LTRI “Participants in employment six months after leaving” should not be reported for participants in OP interventions consisting of training of civil servants, magistrates, court officials. If this is really not possible within the current programming period (as indicated by the EC at the ESF Evaluation Partnership meeting), than we are strongly in favor of the attached Latvian proposal, namely “Since in line with ESF Regulation all common indicators should be reported for each investment priority, instead of not reporting this particular indicator in cases where there is no aim to change the labour market situation of the ESF participants, to report 0.”

Conclusion Public Administration and Governance network supports the position of Latvia expressed on the ESF Evaluation Partnership that the LTRI “Participants in employment six months after leaving” should not be reported for participants in OP interventions consisting of training of civil servants, magistrates, court officials, or in cases where there is no aim to change the labour market situation of the ESF participants, to report 0. This position was agreed following the Bulgarian proposal at the network meeting in Prague on March 23, 2017.
