The NAVY actually has the largest presence of the federal agencies with Naval Oceanographic Office, Naval Research Lab, Navy Special Boat Team 22 and the Naval Meteorology and Oceanographic office. We also have the Dept of Commerce with NOAA, the EPA, Dept of the Interior’s USGS, along with institutions of higher learning with MS State, USM, Univ of New Orleans, and PRCC. For commercial companies we have Rolls Royce, Pratt Whitney Rocketdyne and Lockheed Martin. NASA SSC Overview White House Small Business Initiatives
Meeting at White House concerning small business procurement – Jan 10, NASA, DOD, DOE, HHS, VA, GSA , DHS Attended by NASA Administrator and Associate Administrator Office of Small Business Programs (OSBP) OSBP participates in bi-weekly conference calls with the White House Public Affairs Office and also attends quarterly White House meetings along with the Administrator Next quarterly meeting is June 29th Administrator will brief how NASA will increase our SDVOSB and HUBZone contract awards for the end of FY11 and FY12. NASA considering holding two Agency Industry Days specifically targeting SDVOSB and HUBZone contractors. Right before the Christmas holiday last year, each of the 7 Agency heads received an “invitation” to a meeting at the White House. No, it was not to attend the President’s New Year’s Eve party. Of course, it didn’t allow much time for any up front preparation, since many of the folks were out on vacation. The meeting was held, and NASA was represented by our Administrator Charlie Bolden and Glenn Delgado, the Associate Administrator Office of Small Business Programs . Among the items discussed were each agency’s statistics on how they were doing in their SB program, what were some of the obstacles each agency faced , which of course one of NASA’s biggest obstacles is finding the right small business for our missions. At the next quarterly meeting, Charlie Bolden will brief the White House on how NASA will increase our SDVOSB and HUBZone awards for the remainder of this fiscal year, and also in FY12. One idea is to conduct two NASA Wide industry days, one targeting each of the two small business subcategories. As part of Stennis’s initiative in this area, the Stennis Business Consortium put a call out for SDVOSB and HUBZone companies to conduct capability briefings and we will have a few firms doing that after today’s SBC meeting.

(LB) Cost Plus Incentive Fee Award Term (CPIFAT) Contract Current period of performance runs through August 27, 2011 Total Term of contract: 10 years through August 27, 2017 Supplies SSC’s services, equipment and minor construction including: Grounds Maintenance Building Maintenance and Custodial Cafeteria Medical Clinic/Occupational Health Environmental Engineering Fire Department Mail Services Machining Shop FOSC Small Business Liaison Officer: Deborah Case If you are interested in subcontracting with Jacobs, send an to Deborah Case asking her to send you a capability statement. Fill it out and send it back to her. They have very aggressive small business subcontracting goals and they are always in need of HUBZone, VOSB and SDVOSB contractors in particular.

Cost Plus Award Fee (CPAF) Contract Current Period of Performance runs through September 30, 2011 Total Term of contract: 5 years through March 31, 2016 Supplies SSC Test services including: Test Support services Maintenance Support services Point of Contact: Linda Flowers The TOC contract with Lockheed Martin began on April 1st. They also have some very aggressive but achievable subcontracting goals to meet. If you are interested in subcontracting opportunities with Lockheed Martin, contact Linda Flowers.

Protective Services Contract - NAICS Code 8(a) Competitive for SBA Serviced Regions IV and VI 5 year contract (Two year base period, three one year options) RFP released May 18, 2011 Proposals due June 28, 2011 POC: Rebecca Hopper, Contract Specialist, If you go out to the NASA Acquisition Internet Service and look at the upcoming opportunities, there are not many on the list. One of the projects, the National Center for Critical Information Processing and Storage, NCCIPS, is slated to be transferred to the US Army Corps of Engineers, Mobile District. For those of you interested in that project, I can give you the Point of contact at the COE.

NASA SSC Overview Monthly Small Business Joint Counseling Sessions with FOSC contractor and other support contractors MS Army Ammunition Plant Transfer to NASA July 1, 1011 Stennis Space Center Industry Day – November 2011 Monthly sessions – 3 vendors are invited to give a presentation of their companies. Scheduled for the afternoon – usually 3rd Thursday of the month. Contact myself or Deborah Case. MS Army Ammunition Plant – On July 1, 2011, NASA we will be taking over full operation and maintenance of the MS Army Ammunition plant, and we anticipate a lot of work will be coming out of this mission. When we hear something definitive as to the schedule, and what types of projects we will be looking at we will get the word out to everybody. Stennis Space Center Industry Day – If you recall last November we had a NASA Industry Day event at the Hollywood Casino and it featured presentations, networking and matchmaking sessions for NASA. This November, we are having another industry day, only this time instead of just NASA being showcased, the event will be for many of the different resident agencies as well. We are looking at a tentative date of November 17th at the Harbor Center in Slidell.
