2 Purposes Of WIOA Increase access to opportunity for employment, education, training, and support services. 1 Encourage alignment and coordination among the primary federal programs that support employment services, workforce development, adult education, and vocational rehabilitation activities. 2 Emphasize increased accountability and results among the core programs. 3 12/6/2018 (Note: WIOA is authorized until 2020.) 2

3 Performance Outcome Measures

6 Integrated Education & Training
Aims to provide adult education and literacy activities concurrently and contextually with workforce preparation activities and workforce training. Targets training in occupations or clusters that assist adults in their educational and career advancement 12/6/2018 6

8 Workplace Education Activities, programs or services to help individuals gain basic academic, critical thinking, digital literacy, and self-management skills Includes competencies in utilizing resources and information, and in acquiring other skills necessary for successful transition into postsecondary education, training, or employment. 12/6/2018 8

9 Collaboration with WIOA Partners and with Business & Industry
WIOA was created to provide state and local areas the flexibility to collaborate across systems in an effort to better address the employment and skills needs of current employees, jobseekers, and employers. WIOA accomplishes this by prescribing a stronger alignment of the workforce, education, and economic development systems. 12/6/2018 9

11 Successful WIOA Proposals
Research, Research, Research. Convince the funder that you know what you’re doing by demonstrating a clear understanding of the need in your community and by submitting a strong programmatic proposal.   Answer every question in order in a clear, concise manner. Use appropriate terminology and demonstrate that you understand terms used. Prior to submission, have someone else (an educated neophyte) read the proposal for sense and clarity. 12/6/2018 11

12 Integrating Education and Training
Dual enrollment is required for occupational and adult education training components. Use vocabulary and content from occupational component in teaching basic skills. Have regularly scheduled meetings with all instructors. Staff member must regularly check on all IET students to ensure that they are attending all classes and don’t have barriers to success. 12/6/2018 12

13 Sustaining Collaboration With Stakeholder Groups
Develop positive, professional relationship. Learn about their organization – who they are, what they do, how they do it, how they evaluate their program, etc. Develop a presentation about your program and include how your program can help them meet their goals. Communicate on a regular basis with collaborators through meetings, advisory boards, etc. and invite them to special events. 12/6/2018 13
