There are no such factors that would give the Arctic Railway from Kirkenes via Rovaniemi to Helsinki a role in the future transports between Europe and Asia via the Northern Sea Route
After the report, a new argument ”Rovaniemi- Kirkenes –railway is also a matter of Security of Supply”  the argument doesn´t hold, cf. National Emergency Supply Agency’s comments last week in Yle (5/4 2018)
The best benefit cost ratio is in the connection Tornio-Kolari-Svappavaara-Narvik
The best thing according to the report is to concentrate on the existing traffic leads

5. CO-OPERATION BETWEEN FIN, SWE AND NOR
Torne Valley Council will continue to work with the railway connection from Tornio via Kolari to Svappavaara and Narvik
Also the railway connection from Fauske to Tromsö in Norway is of importance
The main question is the electrification of the railway between
1) Laurila-Tornio (20km) and
2) Tornio-Kolari (200km)

6. CO-OPERATION BETWEEN FIN, SWE AND NOR
The connection in Sweden, Kaunisvaara- Svappavaara, has already been investigated by Trafikverket (the Swedish Transport Administration), see TRV 2012/38626
Ramboll 3/2018: Tornio-Kolari-Narvik, total cost 1,03 billion € (FIN 105M€ + SWE 880M€)
Strong interests from Sweden, eg. LKAB, Norrbotten Chamber of Commerce, Länsstyrelsen (Norrbotten County Administrative Board)
