3 Audit UNIFORMITY: Should there be a Universal Audit Program Index?
COMPLIANCE: Should IFTA qualified units operating without decals be left to law enforcement and ignored in an audit? Here are the exact questions submitted by the respective jurisdictions: Both are from Cathy Beedle in Nebraska: Uniformity: can  the IFTA community create a “Universal Audit Program Index”?  Something comparable to the worksheets used by the Compliance Review Team when performing a compliance review? Compliance Issues: How do jurisdictions handle IFTA qualified units operating without decals, without records and without permits in an audit?  Should they be included in an audit as a non-filer or left to law enforcement and ignored in an audit?

7 Calculations NEW METHODS: Rate changes and Split Rates
Who’s changing rates and when? Both questions submitted by Carla Pape New calculation of fuels tax(GA) and how these pricing and use structures are going to impact the other IFTA jurisdictions.  Maryland is copying what Georgia is doing and I have had questions from our Transportation department wanting to emulate these jurisdictions.   Are all jurisdictions going to be changing rates twice a year and use split rates? “-- Maryland Gov. O’Malley’s new transportation plan would drop the gas tax from 23.5 cents per gallon to 18.5 cents, but then would index the gas tax for inflation. The governor would also impose a sales tax on gasoline sales. If Congress passes a remote sales authorization bill, allowing Maryland to collect more of the tax that is due on remote sales, the rate would be 4 percent. If there is no new collection authorization, the gas sales tax rate would be 6 percent.”
