1 Oslo Group’s Mandate Address issues related to energy statistics
In particular, its mandate includes the following actions: Identify users' needs Define scope of official energy statistics Identify and collect national and international good practices Review and contribute to the updating of UNSD handbooks and manuals on energy statistics Identify gaps in coverage (e.g. fuel types, flows) and to develop methodology to cover gaps Adopt link or develop bridges to international standard concepts and classifications in economic/environment statistics to facilitate the integration and interface of energy statistics with other statistical systems Recommend a core set of tables as minimum requirement at national and international level to satisfy major user needs Mandate of the Oslo group The Oslo group on energy statistics is tasked to address issues related to energy statistics and contribute to improved international standards and improved methods for official energy statistics by pooling expertise in the energy community. In particular, its mandate includes the following actions: Identify users' needs Define scope of official energy statistics Identify and collect national and international best practices Review and contribute to the updating of UNSD handbooks and manuals on energy statistics Identify gaps in coverage (e.g. fuel types, flows) and to develop methodology to cover gaps Adopt link or develop bridges to international standard concepts and classifications in economic/environment statistics to facilitate the integration and interface of energy statistics with other statistical systems Recommend a core set of tables as minimum requirement at national and international level to satisfy major user needs 10 May 2016 Ville Vertanen

2 Electronic data collection Work plan
Internet Questionnaires Identify and collect good practices Automated data reporting Follow the work and development in some countries (US, Can, Fin, Norway?) SDMX reporting We support international organizations, test and comment when definitions are ready to test 3, 1?, and to contribute to improved international standards Internet questionnaires Electronic data collection enables more efficient statistics production in many ways. When the data is already in electronic format its transfer to information systems is efficient and does not require manual storing. This is certainly the main and most obvious reason for the process becoming more efficient. However, the electronic form has many other benefits as well. Working group will contribute and collect more country practices to the Energy Statistics Compilers Manual, ESCM. Country practises should focus on internet questionnaires that have been implemented to energy statistics. Country examples (or some of them) will also be presented at Oslo group meetings. 11 May 2016 Ville Vertanen

3 Mandate and work plan on energy data dissemination practices
Promoting the improvement of energy data dissemination practises by further developing recommendations Address procedures to disseminate energy statistics, eg. Data confidentiality and suppression Timeliness and accuracy Reference period and dissemination schedule Data availability Issues relating to electronic dissemination Quality of data: enhancing confidence and trust in official statistics Availability and ease of use of metadata for the users Broadening access to data and reducing barriers to access Disclosure control is part of the statistical process 1, 3, 7? 6 December 2018 Etunimi Sukunimi

4 The Use of Administrative data sources for data collection / validation - Mandate
Create model on how to use Custom data on Energy Statistics? Or to some other common administrative data? Next work would be to create a mandate and working plan Points from OG mandate Identify user needs Define scope? Define and collect good practises Develop methodology Benefit / identify links from existing systems, classifications and standards 1, 2?, 3, 5, 6, 6 December 2018 Etunimi Sukunimi

5 Quality Reviews of Energy Data - Mandate
Projects to consider Promote the sharing of country practices on ensuring data quality Serve as a clearinghouse for information on data quality tools and practices Prepare guidelines for conducting periodic quality reviews Collaborate with existing energy data quality initiatives Develop a manual on energy data quality Support regional efforts to improve quality 1, 3 6 December 2018 Etunimi Sukunimi

6 Use of Spatial data in Energy Statistics ?
To create ”World map platform” for energy statistics? Should this work be as separate working group? 1, 6 6 December 2018 Etunimi Sukunimi
