Data transmissions in 2015 Quarterly data
Timeliness of JVS transmissions in 2015 was generally satisfactory EL transmitted data with some slight delays The coverage of the economy is not complete for DK, FR, IT and MT IE allowed publishing absolute figures FR and IT continue to refuse the publication of absolute figures All the countries are asked to transmit full time series by each quarterly transmission and not only the last quarter(s)

Quality reports All Member States except Greece, as well as Norway and Switzerland delivered their quality reports Eurostat transmitted to each country a comparison of the number of employees in the LFS and the number of occupied posts in the JVS

Annual data collection for reference year 2014
A voluntary data collection Data transmitted by 17 Member States: BE, BG, CZ, DK, DE, ES, FR (2013 data), HR, LV, LT, HU, MT, PL, PT, RO, SK, FI, as well as CH and MK Eurostat calculated figures based on the quarterly data for the countries which have not transmitted the annual data

Annual data collection
The countries provide the annual data broken down not only by NACE but also by ISCO and NUTS The overall data coverage is not satisfactory What are the existing difficulties in producing annual data broken down by NUTS and ISCO? Member States are encouraged to transmit annual data in SDMX Eurostat will prepare a document on the future strategy for annual job vacancy statistics

Revision of SDMX standards
One single DSD (called ‘JVS’) as a substitute for the current ones (JVS_02_Q and JVS_02_A for quarterly and annual data, respectively). Use (where possible) of the global (cross- domain) code lists instead of JVS-specific ones New mandatory attributes have been included to prepare for future transmissions to ECB => Doc 11 - Item JVS state of play - Annex - SDMX guidelines.docx

Extension of the coverage
The coverage of the economy is not complete for four countries: DK, FR, IT, MT ESAC's view: improvements could focus on extending the coverage to the whole economy and disseminating job vacancy levels ECB and the Commission's policy DGs also pointing at the data gaps in JVS

FR, IT, MT and DK are invited to use quarterly extrapolations based on annual ‘hard’ data to derive Quarterly estimates could be derived for Enterprises below ten employees; Public entities recruiting through annual procedures due to e.g. budgetary rules

Methodological issues Job vacancies within the public sector
Should we record a vacancy which is only open to persons who already work in the public sector? Eurostat carried out a survey The countries were asked if they had any concrete cases of vacancies restricted to public sector employees 20 Member States as well as NO and CH replied No reply from HR, CY, EL, IE and NL AT, LT, MT and ES declared they had (or could not exclude that they had) concrete cases

Job vacancies within the public sector Analysis
According to article 2.1 of regulation 453/2008, a ‘job vacancy’ shall mean a paid post that is newly created, unoccupied, or about to become vacant: (a) for which the employer is taking active steps and is prepared to take further steps to find a suitable candidate from outside the enterprise concerned; and (b) which the employer intends to fill either immediately or within a specific period of time (which is "unlimited" according to the implementing regulation).

Job vacancies within the public sector Analysis
Restrictions of (some) vacancies to the public sector can be seen as an indication that the statistical unit is the public sector as a whole The public sector as a whole should be regarded as the reference unit Vacancies that are restricted to this sector, or part of it, should be considered as a reallocation of staff and not as a vacancy

Job vacancies within the public sector Recommendation
It is recommend to record as job vacancies only those that have no restriction as regards the public or private unit from which the candidate originate This recommendation should be taken into account when Member States re-design their data collection systems

LAMAS delegates are invited:
To provide their views/commitments on transmitting annual data in the future Take note of the changes in SDMX code lists to be tested in April/May 2016 To comment (FR, IT, DK and MT) on the feasibility of transmitting quarterly estimates with full coverage of the economy To Endorse / comment on the proposal not to record vacancies that have restrictions on the origin of the candidate, for instance vacancies restricted to the public sector (OR confirm that there is no such case in practice).
