Sheltered Courses for English Learners
Sheltered Instruction is an instructional approach used to make academic instruction (in English) understandable for English Learners (ELs). Sheltered classes are designed to provide full access to the grade-appropriate core curriculum while using appropriate language assistance strategies in the core instruction so that ELs can participate meaningfully as they acquire English.
2
Why is this important? Sheltered Courses = Course Credits
Course Credits = Graduation Teachers of sheltered courses must be adequately trained in sheltering techniques.1 1U.S. Department of Education, Office for Civil Rights, & U.S. Department of Justice, Civil Rights Division. (2015, January). Dear colleague letter: English learner students and limited English proficient parents.

Considerations: High school ELs must accomplish “Double the Work” of learning a new language while simultaneously learning content in the new language. Administration should be intentional in the selection of teachers, considering their skills set as well as mindset regarding sheltered instruction. ELs should be placed in age-appropriate grade levels so they can have meaningful access to their grade-appropriate curricula and an equal opportunity to graduate. Course work may not be watered-down; it must meet grade-level standards. Class size should be limited to 15 or fewer ELs.
