Receive s on current postings The WCAP-portal is a key source for information to support testing The WCAP portal is your source for information about the Washington Comprehensive Assessment Program (WCAP). The portal gives students and families, Test Administrators, Test Coordinators, Technology Coordinators, and other key assessment personnel access to relevant testing information. Use the left panel to Register for alerts regarding newly posted information, by clicking on the “Register for alerts/Manage Account” link, in the upper right-hand corner on the WCAP-portal homepage. The portal consists of several User Cards and resources. Each user card is further broken down on the following slides.

Need to locate information? The Search and “Advanced Search” option is available on the upper left side of your User Card The search option is a tool for locating information on the WCAP-portal. The Advanced Search feature allows you to refine your search. You can search using a specific word (Translation) or by entering the name of the document. A list will display all documents that relates to the information entered into the search field.

9 Overview of Assessments
EOC Mathematics (Algebra, Integrated I, Geometry, Integrated II) This is a paper- pencil test It is also available in large print, braille, and translated CD formats This test is required for graduation for classes of 2013 through 2018; available to students who have not yet met the mathematics assessment graduation requirement EOC Biology It is also available for large print, braille, or translated CD This test is required for graduation for classes of 2017 and beyond; available to students who have completed an appropriate high school course and who have not met standard on the biology assessment The EOC mathematics assessments are required for graduation for classes of 2013 through 2018; available to students who have not yet met the mathematics assessment graduation requirement. The EOC biology assessment is required for graduation for classes of 2017 and beyond; available to students who have completed an appropriate high school course and who have not met standard on the biology assessment.

10 Testing Schedules Uniform administration of state assessments ensures that all students are fairly assessed Allow minutes for TA’s set up/ directions Each break is approximately 10 min and is not included in the schedule Assessments are untimed Attendance procedures Extended Time Location Trained staff must transport testing materials if moving to a new location Detailed information to support schedules can be located in the Test Administration Manual (TAM) that is available for download from the WCAP-Portal. Take into consideration time to set up, reading student directions, testing times, and break times. Follow the TAM for specific information regarding breaks schedules. Students arriving late may test if approved. All assessments are untimed, therefore follow your school’s Test Security and Building Plan for extended time testers. When the extended testing time area is in a new location, only trained staff may transport the booklets and any ancillary papers, calculators, and/or manipulatives to the new location. Carefully identify the schedules for each of the assessments being administered. The EOC may be approved by your DC to be administered in a single day session or three day sessions. 11 Schedule for Winter 2016 EOC
EOC Assessments  Retake Grade Subjects Requirement Testing Window Winter (retake) 10-12 Mathematics (Algebra, Integrated I, Geometry, and Integrated II) Required for graduation for classes of 2013 through 2018; available to students who have not yet met the mathematics assessment graduation requirement ONLINE: not available PAPER/PENCIL: January 4 – February 5 Classes of 2017 and beyond Biology Required for graduation for classes of 2017 and beyond; available to students who have completed an appropriate high school course and who have not met standard on the biology assessment Please read through the list of who needs to take which exams. Discuss with members in your group to be sure that everyone is on the same page. When scheduling, remember that makeups are not allowed for EOC assessments during a one day administration. Students who miss day three are not allowed to make up the assessment. 12 Security, Policies, & Responsibilities
RCW 28A , RCW , WAC State Laws Governing Test Security All secure test materials are confidential. No part of test material may be reproduced or transmitted. Generally Recognized Standards and Code of Conduct Provides penalties for unauthorized use/disclosure of test content and flagrant disregard of generally recognized professional standards in test preparation and administration. For a complete list of rules and regulations, go to: Unprofessional Conduct must be reported to OPP at (360) Who is authorized to be in the room Trained Test Administrators (contracted personnel only- no volunteers) Other adults including teachers who are not administering the tests should not be in the testing environment No media Maintaining test security is critical to ensuring confidentiality of test items and the validity of students results. No part of test material may be reproduced or transmitted in any form or by any means, electronic or mechanical, including photocopying, recording, or by any information storage and retrieval system. For TA’s requiring access to secure test information while supporting students with special testing needs (e.g.; Human Reader), refer to the GTSA for specific instructions. No test materials may be reviewed, retained, discussed, or used for instruction Know who should and should not be in the testing environment. Your DC and/or SC will actively monitor testing locations to ensure adequate support. Allowable and prohibited behaviors are detailed in the Security Protocol section of the GTSA. The Office of Professional Practices (OPP) is charged with enforcement, including discipline of educational practitioners for violation of the Professional Code of Conduct. 13 Securing Test Materials
Test booklets, CDs, and other ancillary materials must be secured and accounted for when not in use Electronic Devices Student electronic devices must be turned off and moved away from the students reach All scratch paper must be collected and secured after each session as stated in your school’s Test Security and Building Plan The rules for each administration may differ slightly. Please be sure that you read the administration manuals for clear directions on each administration. TA’s instruct students that electronic devices are to be turned off and moved away from the students view and reach until the testing session has ended and all secure materials have been collected, accounted for. All papers (scratch & graph paper, glossaries, etc.) provided during the testing session must be collected and accounted for after each session. Students should be directed to write their names in the upper right corner of the paper. Return materials to your SC according to your school’s Test Security and Building Plan. 14 Teacher Responsibilities
Familiarize students with test-taking strategies Familiarize students with question formats Encourage students to try, even if they are uncertain Avoid excessive testing Provide a positive test taking environment Use test results appropriately, including maintaining confidentiality of individual student results. There are many resources available to support students with test taking strategies and to ensure they are familiar with the different question formats. This may include: Helping students to become relaxed and confident. Showing students how to fill in answer circles on paper-pencil tests; Encouraging students to try questions and tasks even if they are uncertain. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

15 TA Responsibilities Review the Test Security and Building Plan
Receive Testing Materials no earlier than the day of testing Verify each student has a test booklet with a printed student ID label Work with your SC promptly to properly identify any booklet that has not been correctly labeled Check out the test booklet to the student Ensure that all materials are accounted for before, during, and after testing Paper-pencil testing requires a specific set of responsibilities. Maintaining test security is very important. Become familiar with your school’s Test Security and Building Plan for paper-pencil testing. TA’s should only access testing materials just prior to each administration for a single day. All test materials must be: Inventoried when received from your school. Checked out to students and checked back in prior to releasing students from the testing location. Verified to ensure students names have been added to ancillary materials such as glossaries, graph, & scratch paper. Papers passed out during testing are considered secure. Immediately returned to your SC after completion of that days testing session. This includes test booklets, and ancillary papers passed out during testing. 16 TA Preparation for Testing
Complete Test Administrator Training Confirm your access to TIDE Review your Test Security and Building Plan Obtain your testing locations and testing & break schedules TA’s can do a lot to ensure that testing goes smoothly When completing training, be sure to sign the Test Security Assurance form and training log. Confirm that you have access to TIDE and become familiar with all cards and pages as they pertain to your responsibilities. Confirm your student information is in TIDE. Work with your SC for any student that is not in TIDE. Become familiar with your school’s Test Security and Building Plan. It is important to understand the processes for handling secure materials, testing students, and reporting incidents. When students are using their own personal calculators for paper-pencil testing, remind students that the calculator memory will need to be cleared. Prior to testing students should download calculator information on a home computer to reload at a later time. Obtain your testing locations and testing schedule plan. Know who to contact and how to contact your SC and/or DC should you need assistance during testing. Students must be actively monitored at all times by a trained TA during testing. 17 TA Preparation for Testing (Cont.)
Read the TAM, and Test Administrator User Guide (TIP: save as a PDF to your desktop to search for topics/questions, link to OSPI documents) Read the TIDE User Guide Working with Student Information Working with Appeals Identifying and documenting testing incidents/irregularities. Take time to review the materials available. Many of the questions you or your students may have can likely be answered in the manuals, guides, webinars, and/or trainings. Tip: All manuals and guides can be saved to your desktop to quickly search for topics/questions and also to link to other resources. The TAM includes an overview, security, and test administration details, and directions to the student. Familiarize yourself with the directions to the student portion of the TAM so there are no surprises during the testing session. Review the TIDE User Guide for details on student information, appeals, and testing incidents. Follow your school’s Test Security and Building Plan for method of processing appeals and testing incidents. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

18 Tools, Supports, Accommodations, and Manipulatives
Provides information on use of supports, tools, accommodations, and manipulatives (manipulatives and tools not listed, are not permitted): 2016 GTSA Materials Available for Student Access document Calculator Device Policy Non-Standard Accommodation requests must be submitted to your DC prior to testing, to allow time for review by OSPI For specific information on tools, supports, and accommodations, refer to the 2016 GTSA. Verify that tools, supports, and accommodations have been accurately entered for students. Work with your SC if changes are necessary. The GTSA details what Universal Supports are available for all students and which Designated Supports are available to students when determined by a team. The accommodations available must be included in the student’s IEP or 504 plan. Any allowed tool, manipulative, or support used on a state assessment should be familiar to the student. Optional tools and manipulatives need to be placed in a location where students can get them, if they elect to use them. The Materials Available for Student Access document provides specific details about what is allowed on each assessment. It is located on the WCAP-Portal; Test Administrator User Card; General Information Tab. The Calculator Policy must be read prior to administering paper tests. It is Located on the WCAP-Portal, Test Administrator User Card; General Information Tab. Manipulatives and tools not listed, are not allowed. When an IEP or 504 plan stipulates an accommodation not listed in the GTSA, DC’s will submit a Non-Standard Accommodation Request form to OSPI located on the OSPI website. This must be submitted at least two weeks prior to testing to allow time for review and notification of action. Reminder: Update settings in TIDE. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

19 Setting up the Testing Environment
All posters, activities, and other instructional materials have been covered or removed Post a “Testing—Do Not Disturb” Sign Arrange student for purpose of testing TA’s are trained to deal with student questions appropriately: “I can’t help you with your test” “Always try your best.” “Read the question again” “Think about what the question is asking you to do” “Use your pencil to underline key words in your test question” Ensuring that the testing environment is properly set up can reduce the possibility for a testing irregularity. Verify that: “Testing—Do Not Disturb” sign is posted. Take care when posting not to obscure security windows on doors; Instructional materials related to the content of the assessment are not visible (cover or remove); Student seats are far enough apart to prevent student from viewing others test booklets. TA is prepared to respond to students asking for help. Following are some ways that you can best support this: “I can’t help you with your test” “Always try your best.” “Read the question again” “Think about what the question is asking you to do” “Use your pencil to underline key words in your test question” OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

20 Irregularities Do what you can to correct the situation
Must be reported to your SC as soon as reasonably possible, but no later than the end-of-day Low/ Impropriety: Issue is addressed by district and may need to be entered in TIDE Medium/ Irregularity: Issue is addressed by district and may need to be entered into TIDE for resolution by your DC/ DA, and/or OSPI High/Breach: Issue will be entered into TIDE for resolution by OSPI There are several types of irregularities. Each type may be addressed differently. All irregularities must be reported and documented promptly. This helps to ensure a fair and equitable testing environment for all students. When a testing situations occurs, promptly address the issue. This may require moving a student, or taking away a non-approved electronic device. When possible, continue with testing. All testing incidents must be reported to your SC as soon as possible, but no later than the end-of-the day. Follow your school’s Test Security and Building Plan for documenting incidents. Your SC will report incidents to your DC. Frequent Testing Irregularities have included: Not labeling, or incorrectly labeling test booklets Students having access to non-approved materials/electronics TA’s deviating from the prescribed student directions Test materials returned after prescribed schedule Test materials returned without proper transcription (large print, braille) Test materials with student work being returned in non-scorable boxes OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

21 How to Process Irregularities All irregularities must be documented
TA Talk to your SC as soon as possible Take careful notes on the Test Security Assurance form (Include as much detail as possible, date, time of day, who was involved, item number (if applicable), details of incident, etc. Make notations on booklet as directed by your SC Do not invalidate a test booklet- this decision must be approved by your SC, DC, and OSPI SC will notify the DC DC will notify the state, when appropriate Invalidations This slide provides a hierarchy of the flow for reporting testing incidents. Follow your school’s Test Security and Building Plan for how to communicate incidents to your SC. Invalidation The test will not be scored and the student will not have another opportunity to test during that administration window. 22 Reminders Before Testing
Review administration manuals Prepare tools and manipulatives available for students, as permitted Ensure testing area is ready and walls display only appropriate materials Place “Testing—Do Not Disturb” sign on door Just prior to testing, pick up test material at ________________ Review the appropriate administration manuals and have the correct TAM available to support students testing. Tools must be clearly identified and available to students for the subject area tested. Verify the room is ready and all materials have been appropriately covered or removed from the testing area. Gather your materials just prior to the testing session. Understand the process for collecting and returning paper-pencil testing materials. Verify you have the necessary materials to support your students testing needs. Maintaining careful records helps to ensure that there are no missing secure materials. 23 Reminders During Testing
Clear calculators, if applicable Instruct students to move bags and electronic devices Reading and re-reading the Test Directions is permitted (NOT Test Questions) It is permitted to remind all students to be sure to complete all items. This can take place prior to testing and again when students begin to turn in test booklets If a student asks for help on a question try: “I can’t help you with your test” “Always try your best.” “Read the question again” “Think about what the question is asking you to do” “Use your pencil to underline key words in your test question” Create a comfortable testing environment; smile and make eye contact whenever possible. TA’s are allowed to re-read test directions as many time as needed to support students. It is not permitted to read aloud test items, scenarios, or stories. When students ask for help during the testing session; TA’s are allowed to help students by turning pages when needed. TA’s may not assist students with responding to test items. All calculators must have memory cleared. Monitor students to make sure they follow direction on turning electronic devices off and placing bags and electronic devices away from their testing location. Students are monitored by staff until testing is complete. When students are on break they should not have access to electronic devices. Instruct students not to discuss the test. 24 Reminders After Testing
Collect and account for all test booklets Collect and account for all materials distributed including scratch paper, graph paper, and glossaries Sign your Test Administrator Training Logs Test Security Assurance Forms Must include before and after testing information If yes is marked for irregularity, ensure all documentation is complete Complete inventory of all materials Maintaining careful records helps to ensure that there are no missing secure materials. Tracking must take place from TA to SC, from your SC to DC, and from the DC to the contractor. This will ensure that all tests are returned on time and all assessments are appropriately scored. Follow your school’s Test Security and Building Plan for tracking and returning all test materials. Test booklets must be returned at the end of each testing session. Account for all ancillary materials passed out during testing. This includes yellow lined scratch paper, graph paper, glossaries, etc. Verify all test booklets are signed.
