1 From Alien and Sedition Acts To The Northwest Ordinance

2 X,Y, Z Affair John Adams becomes the 2nd President in 1796.
The French were mad at Jay’s treaty and also began seizing American ships. Trying to reach an agreement with France, Adams sent 3 diplomats to France to solve the problem. Once reaching France, the representatives were told by 3 Frenchmen they had to pay $250,000 just to talk to a figurehead. (Talleyrand) The Americans refused the tribute

4 Alien and Sedition Acts Matthew Lyon v. Roger Griswold
An Anti-French frenzy ran through Congress in 1798. Many new European immigrants to America were poor and not in favor of the Federalist Party. Jefferson was appalled that any French immigrant could be deported or imprisoned in times of peace or times of hostility. This gave the Federalists more power in the country. The Sedition Acts stated that anyone who publicly printed editorials contrary to the government was fined or jailed. Matthew Lyon v. Roger Griswold

6 Meanwhile, back in 1785… Many states had claims to Western lands.
All states finally decided to cede all lands to Congress for the good of the country. The Government could not raise taxes for revenue so they decided to sell the land. The Land Ordinance of 1785 allowed congress to sell the land of the Northwest Territory.

7 Northwest Land Ordinance
1787 36 sections make up a township. Each section is 1 square mile or 640 acres. The average farm size was 40 acres and land sold for $1 an acre. The funding for each township went to setting up a school for each township.

8 The Ordinance Continued…
When population reaches 60,000, adult males could write a state constitution and apply for statehood. If Congress approved the constitution, a state was formed. The five inducted states: Ohio (1803) Indiana (1816) Illinois (1818) Michigan (1837) Wisconsin (1848)
