District 4 Community Park Meeting Nov. 12, 2018 Fair Street Community Center

2 Survey Results Public input is critical to this park’s development. A public meeting and public survey were conducted for project engagement and pubic participation. Over 100 participated in park survey. Responses indicated top amenities of a Playground, Pavilion, Water Feature and Basketball Court. Public input was utilized to develop the design of the park.

3 Park Updates: Fieldale Land Donation
July 2, 2018: Fieldale Farms Corporation announced their intention to donate 5 acres of vacant land at their facility on Athens Street to Hall County for the proposed park. July 13, 2018: Hall County received an appraisal on the 5 acre property donation in the amount of $445,000. July 16, 2018: Hall County included the value of the property donation as part of their match for grant funding in their grant application.

4 Park Updates: Garland Reynolds’ Drawing
Garland Reynolds of Reynolds Architects announced he will donate his design of the park pavilion to Hall County. The estimated value of the design of the pavilion is valued at $15,000, which is included as a part of the grant application match. The pavilion will include plans for ADA restrooms.

6 Park Updates: Grant Opportunity
July 18, 2018: Hall County applied for an Outdoor Recreation Legacy Partnership Program Grant. August 8, 2018: Hall County was selected by the state to submit a federal application for the grant. March 1, 2019: National Award: $536,500 federal award documents and environmental review splash pad, basketball court, trails, playground & pavilion

9 Update on Parks Master Plan
Hall County Parks & Leisure is looking to garner citizen input as they put together their parks facility master plan. Online survey seeking citizen input available at The survey asks participants questions about their involvement in the current parks system and what they would like to see more of. Participants will be entered into a drawing to receive a prize of their choice, including a family membership to a community center, free registration for a youth or adult sports program and a 3-night stay at River Forks Park and Campground. Final plan will also identify current and future needs of the community and identify potential land acquisition and funding opportunities. Estimated completion date: June 2019.

10 Area Housing Grant Information
Hall County has purchased three properties on Harrison Drive and Brown Street. Demolition and regrading of these lots will be completed by the end of November 2018. Plans are to improve these lots for reconstruction of affordable homes.

11 Area Housing Grant Information
Hall County has completed 20 housing projects in the Athens Street area. Research is being completed to develop more housing opportunities for the area.

12 Community HOME Investment Program (CHIP)

The Community HOME Investment Program’s (CHIP) goal is to provide eligible low and moderate income household assistance with home rehabilitation. Focus will be the Athens Street area (Census blocks 7 & 8)
