ETSI Work-in progress First Special Report describes the operational and organizational requirements as a basis for a common E112 service, including caller location information. Second Special Report will address the requirements for communications between authorities during emergencies. Inter-working between different authorities must be facilitated. The network availability must be guaranteed. Third Special Report will address the requirements on communication from authorities to citizens during emergencies. Co-operation between 3GPP and ETSI TISPAN on the specification of a Mobile Location Positioning protocol for the delivery to the Emergency Authority the position of a caller to the Emergency Services. This work is based on the LIForum/OMA work on MLP version GSC-9, Seoul

Technical Report on Services and Protocols for Advanced Networks (SPAN); Preliminary analysis of EMTEL and Local Emergency Service requirements for IP networks and Next Generation Networks - published October 2003. First Special Report - published December 2003. A Special Report addressing the European regulation specific to Communication in Emergency situations during emergencies - published April 2004. Co-operation between 3GPP and ETSI TISPAN on the specification of a Mobile Location Positioning protocol for the delivery to the Emergency Authority the position of a caller to the Emergency Services.
