1 Rapid Rehousing Project
2016 KCADV Implementation Plan

2 Program Overview Will provide assistance for up to 12 months – possible extension if grant renewed Expected lease up by March 1, 2017 Assistance is tenant-based for approximately 28 individuals/families within BoS service area Households cannot be “steered” to a specific landlord or property Households must meet eligibility requirements (income, DV, and housing acuity) Units must meet eligibility requirements and pass Housing Quality Standards inspection KCADV will handle all reporting

3 Household Eligibility
DV survivor (Category 4 and/or literally homeless) Households must be at or below 50% of area median income for the family size At any time, if HH income increases above 50% of AMI, HH is no longer eligible for RR Income from ALL adult members of the household is counted for eligibility purposes Not all income is counted for subsidy purposes Eligibility based on VISPDAT Acuity range 4-8 and criteria set by LPC

4 Eligible uses of RRH CoC funds
Security deposit Utility deposit/s up to $175 Rental subsidy A utility allowance subsidy (for those who qualify) paid to the utility provider Supportive services

5 Ineligible Uses of RRH CoC funds
Temporary shelter In conjunction with other subsidy programs To pay off old utility debts or housing debts

6 KCADV Step by Step Outline
Ensure process followed to meet compliance visits Accept applications and supporting docs including VISPDAT if available Determine eligibility (3rd party verification is critical) If eligible, approval issued Housing search and request for unit approval If approved, physical inspection of unit If approved, subsidy calculation Contract/lease signing/move in Begin payments

Application/verifications required for all clients If accepted into program, client agrees to case management for the purpose of working toward self-sufficiency goals Recert every 3 months Income and household changes (up or down) must be reported

All paperwork will be sent to KCADV for approval Checks will be cut by KCADV Participating programs cannot be “reimbursed” for expenses

9 Application/Verifications
KCADV will use CoC Toolkit/forms If something doesn’t apply, mark N/A *Documentation should tell WHO, WHAT, WHERE, WHEN, WHY and HOW *Be sure documents are dated and signed appropriately

10 Additional Information
ALL household members (age 18+) must be counted If zero income, zero income certifications required Remember, some income may not be “counted” per federal rules

11 Utility Allowance KCADV will use the most up-to-date information for the region using KHC utility charts If utilities included in rent, no utility allowance is calculated
