2 Flowchart - 3rd Party Projects
Proponent submits Proposal to TIEZA / DOT Regional Director Preliminary determination of compliance with documentary requirement If INCOMPLETE, notify the Proponent TIEZA Evaluation complete staff work endorsement and Board approval After Board Approval, MOA with the proponent Should include provisions on proponent’s responsibility for project operation Public Bidding in accordance with RA 9184 conduct regular monitoring and inspection during the construction process Turn over the completed project to the proponent Proponent to submit regular annual status report of the facility

3 Proposed Evaluation Criteria
PRIMARY CONSIDERATIONS Tourism Related Project The Project is in accord with the National Tourism Master Plan (Tourist Zones) Government Owned Property Legal considerations require that government infrastructure projects should be undertaken only on government property. Where the site is privately-owned, prior cession of ownership or use thereof in favor of Government should be executed. Otherwise only technical assistance can be extended. SECONDARY CONSIDERATIONS 1. Ecological Consideration (15%) Compliance with Environmental Laws Consider Environment-friendly waste management technologies Incentive scheme for adherence to Environmental Best Practices

Employment generation Source of livelihood Economic catalyst 3. Sustainability (15%) Income generating or can enhance the destination Does not require additional TIEZA subsidy for the maintenance and operation of the facility 4. Community & Stakeholder Consideration (15%) Consultation with the smallest unit to the Regional Director 5. Technical Aspects (10%) Compliance with the National Building Code , National Structural Code of the Philippines and other National and Local Laws, Comprehensive Land Use Plan Consider the Emerging Technologies (including Green Technology) Architectural and Aesthetic Consideration shall consider the Green Technology and reflect Local Culture and Heritage

Counterpart fund from the proponent, other funding sources (Private Sector, Local and Foreign Funding Agency) For existing projects not funded by TIEZA (no requirement of counterpart) 7. Cultural (10%) Respect and enhance Local Culture 8. Public-Private Partnership (PPP) Consideration (10%) Encourage Public-Private Partnership Projects (Including Local and Foreign Funding Agencies)

6 Least Priority for Funding
Basketball/Tennis courts Barangay Halls Plaza and Children’s Park & Playgrounds Streetlights Waiting Sheds Perimeter Fences Billboards Zipline and similar devices Festivals/Events/Tournaments Wharves/Piers Multi-purpose Halls Those that may be funded by other agencies/entities
