Based on Equal Representation Each state receives 1 vote regardless of its size Congress would elect a weak executive branch consisting of more than one person (weak central government Congress could set taxes and regulate trade New Jersey “Small State Plan

3 Virginia Plan Large State Plan Created by Edmond Randolph
Based on a two house Legislature The number of representatives a state receives is based on population Sets up a 3 branch government-Executive, Legislative, Judicial Strong Central Government Virginia “Large State Plan”

4 Great Compromise Compromise-an agreement between two or more sides in which each side gives up some of what it wants Created by Roger Sherman Proposed a 2 house legislature to benefit the large AND the small states 1. House of Representatives-based on population 2. Senate-based on equal representation Virginia Plan New Jersey Plan

5 3/5 Compromise Wanted to address the issue of slavery
Southern states wanted to include slaves in their population to gain more seats in the House of Representatives Northern states argued that slaves were considered property therefore should not be included in population They decided to count each slave as 3/5 of a person for both taxation and representation purposes 5 slaves = 3 votes
