All Local Land Services regions to establish a Regional Weed Committee RWC to develop regional plans and priorities for widespread weeds and surveillance Community advisory group under s33 Local Land Services Act 2015 Board is accountable for: RWC formation Appropriate representation Terms of Reference Endorsing draft Regional Strategic Weed Management Plan and supporting programs

6 What is an RSWMP? Sets out Biosecurity Act 2015 and Regulation requirements for state priority weeds: Prohibited Matter – national target species not currently in NSW Biosecurity Zones – strategic management by containment Mandatory Measures – specific action to mitigate risk of a species or activity – WoNS, Parthenium weed Control Orders – for eradication of a species

7 What is an RSWMP? Sets out regional priority weeds for control, and what measures are required to discharge a landholders GBD for these species s22   General Biosecurity Duty—dealings with biosecurity matter and carriers Any person who deals with biosecurity matter or a carrier and who knows, or ought reasonably to know, the biosecurity risk posed or likely to be posed by the biosecurity matter, carrier or dealing has a biosecurity duty to ensure that, so far as is reasonably practicable, the biosecurity risk is prevented, eliminated or minimised.
