1 Rush-hour truck ban

2 HGV road safety overall improving
Background HGV road safety overall improving Number of fatal incidents involving HGVs down 45% in last 10 years Across UK urban areas the HGV not the main issue as regards cycling safety Typically HGVs involved in around 20% of fatalities London the exception consistently 50% of cyclist fatalities involve HGVs This year to date, 7 out of 8 fatalities involve HGVs Scale of issue causing many in London to talk about banning lorries

3 Not solve cycling fatalities issue
Peak Hours HGV Ban Not solve cycling fatalities issue 2013: two of 13 cycling fatalities involved lorries at peak hours in central London Safety impact on other users Bunching of HGVs: different peaks for different users - majority of London’s pedestrian fatalities in 2014 were between 7pm and 7am Switch to vans: twice the cyclist fatality rate per tonne km Air quality / carbon impacts Congestion impacts Economic / cost impacts Carbon: more than three times higher for van than HGVs per tonne km. HGV: 3.5 PCUs. But 10 times as much freight. So replacing one HGV take up the equivalent of 6 and a half car lengths. It costs 3.8 times more per kilometre to run an HGV compared to a van – it carries at least 10 times as much, so replacing HGVs with vans multiplies costs by 2 and a half times.

4 Enable off-peak deliveries Enforcement of HGV laws Vehicle design
If not a ban… Enable off-peak deliveries Enforcement of HGV laws Vehicle design Use of technology Driver training Infrastructure Cycling culture Both driver awareness and cyclists behaviour
