CSA’s Intent No unit will be Reset to the same configuration.
Reset equipment left behind while the unit is deployed. Take a holistic view of Army maintenance capabilities, not a local view. Move out on modularity. Ensure Obligation Authority level stays ahead of execution -- do not let Reset stall. CSA briefed on Reset 7 Jan – Guidance he gave Briefing was a collective effort of G8, G3, G4 and Military Deputy ASA (FM&C) [LTG Sinn] No unit will be Reset to the same configuration: This incorporates modernization and reorganization into unit reset. Focus of Reconfiguration is modularizing the Army. Also part of Reconstitution is AC/RC Rebalancing effort. Army finding ways to Reset stay behind equipment for units falling in on equipment in theater. Example 1CD tanks received side armor while unit is deployed. With AMC Depot Seed Program attempting to use both AC & RC equipment to seed equipment to depot. Donating units receive 10/20 platforms in return. (ARNG staffing use of this equipment – not decided yet.) Advantaging facilities – ARMY HQ is attempting to use all facilities – Example: working with RC to use Maine HMMWV repair facilities to repair AC HMMWVs.

Modularity 10 new Active Component BCTs.
Active Component changes: 10 new Active Component BCTs. Conversion of existing BCTs to modular UA design. Conversion of all Divisions to UEx design. Incur O&S costs for 10 new BCTs. SECDEF will make decision on 5 remaining BCTs in FY06. Endstate: 43 BCTs and 10 UEx. RC changes: Conversion of existing ARNG BCTs to modular UA design. Conversion of existing ARNG Divisions to UEx design. Endstate: 34 BCTs and 8 UEx. The Army will accomplish this through a combination of supplementals, POM funding, and reprioritization of equipment, personnel, etc already funded in the Army program.

The Army Campaign Plan Increased Joint Combat Capability
This is not just about change for change sake – its about generating combat power. Each BDE has an E-date – C3 expectation – readiness levels moving- up in 90 day increments. Can’t afford best equipment for everyone all the time, Goal is that everyone gets best equipment before deploying Looking at training sets. Setting the Force A Senior Leader Process.
A forum to integrate and synchronize DOTLMPF to support the ACP. Focus is strategy and plans to provide solutions to equipment requirements. Synchronized to support other senior leadership decision processes. A partnership among the ARSTAFF, Reserve Components, and MACOMs. The Army is changing strategy We use to have a 20 year cycle for materiel development. Today’s enemy is changing at light speed, the enemy is changing their tactics every 2-3 months. “Big Bang Theory” is the Army Transformation to a UA with all the equipment and capabilities required. Big Bang cost $13.5B for the first UA with a target price of $5.6B each Many critics of the “Big Bang Theory” say we are not changing with the enemy because we are focused on the long term.

Summary Our environment has changed so the Army is becoming more Expeditionary. Modularity is the way we will change. Setting the Force covers a broad spectrum of events to integrate and synchronize the ACP. Shortages require cascading throughout the force.

CSA’s Intent The Army Campaign Plan
The overarching plan to transform the Army to: Build a campaign-quality Army with joint and expeditionary capabilities in this decade Provide relevant and ready land power to combatant commanders and Joint Forces Sustain operational support to combatant commanders. Maintain the quality of the all-Volunteer Force By Regenerating combat power while increasing capability: Regenerating Combat Power = Reconstitution = Reset Increase capability by: Reorganizing into modular formations Taking a holistic view of readiness: Soldiers – Force Stabilization; Recruiting and Retention; End Strength Equipment – Fix forward; leverage depots, augmentation of contractors & installation assets; reset and modernize systems; munitions & commodities Training – Training and certifying new Units of Action and Units of Employment Leveraging budgets, supplemental appropriations and Army Program to fund reset To adapt and and improve Army Capabilities the Army is reorganizing forces into modular, capabilities-based designs in both the AC and the RC Synchronization of resources and implementation of key initiatives (e.g. SBCTs,Networks, and Joint Integration) is key to success. All to enable capacity for rapid packaging and responsive, sustained employment. Army Campaign Plan Major Objectives: Resource conversion of AC and RC operating forces into modular UEs, UAs and SUAs. Resource plan to use temporary 30K strength increase to enable AC modular conversion. Resource activation of 10 AC BCT (UA)s NLT BPT to resource activation of up to 5 AC BCT (UA)s NLT 2007. Complete fielding of SBCTs. Resource reorganization of Army Aviation into modular theater, UEy, and Multi-Functional Aviation Brigades (MFAB) UAs NLT 2008. Implement Army Battle Command through the Network and Good Enough Battle Command solutions. Establish home station operating centers (HSOC) in order to provide reach and expanded expeditionary C2 capabilities. Reset and sustain APS and ARF. Accomplish NEPA-associated actions in support of reorganization and modular conversion. Implement Army Capabilities Integration and Development System that parallels and supports the Joint Capabilities Integration and Development System. Balance AC and RC force structure to reduce or eliminate high demand/low density (HD/LD) unit disparities. Accelerate and anticipate solutions to requirements of operational forces---IBA, UAH, ASE, RFI, etc.
