INTRODUCTION & BACKGROUND The rendering of quality immigration services at South African Ports of Entry is a key performance area for the Department of Home Affairs. It therefore requires efficient and effective facilitation of movement by people into and out of South Africa. This function is to be underpinned by focusing on securing, verifying and regulating critical aspects of the identity and status of individuals. The Ports of Entry Operational Plan for the 2015/16 Festive period has been implemented with great success, in spite of some challenges experienced in some areas. The reflection on port operations conducted during this period remains a critical requirement for future operations and therefore this briefing.

PRE-DEPLOYMENT PERIOD (09 DEC 2015 – 12 JAN 2016)
Planning & Preparations for 2015/16 Festive Operations Planning for the 2015/16 Festive Operations started in July 2015 in order to ensure that all operational & administrative issues and requirements were resolved. Early planning allowed the in-time approval of: Extension of Operational Hours where required, Additional Resources Required (i.e. staff from other sections) Operational Support through additional Systems and IT, and Infrastructure Improvements where necessary.

DEPLOYMENT (09 DEC 2015 – 12 JAN 2016) Central to the Immigration Management function is the number of travellers processed and it is best illustrated by the following slides.

HIGH LEVEL YEARLY COMPARISON OF MOVEMENTS The increase in volumes in terms of arrivals is 7.0% for foreigners and 0.3% for citizens.

The period 1 December 2015 to 7 January 2016 showed increases of 4.9% travellers from our continent, 6.1% from Europe, 7.8% from North America, 15% from Asia, 2.5% from Australasia, 21% from the Middle East, and a decrease of 1% for arrivals from South America

Challenges Experienced
As much as operations were completed very well there were a number of challenges that had the potential of undermining efforts in the ports of entry landscape which include: Kilometer 4 deployments at Lebombo. Absenteeism at ORTIA. Lack of sufficient staff (Dependency on Provinces and other Business Units). Support by IT in some areas (Lebombo). Support by Travel Agency for bookings for staff deployed. Stakeholder co-operation (especially BCOCC leadership).

Factors that contributed to successful operations
Support by Learning Academy to avail officials from the Inspectorate Training Course as additional staff. Allowed for proper execution of the inspectorate function at ports. Assisted in the primary function of admission and departures and enabled good processing of travellers and flows. Support from other business units responsible for budgets (additional funding was released to support operations) and in-time processing of overtime. Early planning allowed for: Increased lanes and Improved processing flow – segregated (pedestrian/vehicle/cargo) flow, limit cross contamination in both directions, use bypass route for light vehicles & taxis. Proper signage, barricades implemented. Marshalling by Inspectorate and the use of Technology enhanced processes.

The Port Control Business Unit will concentrate on the following key outcomes to ensure improved operations over Easter 2016 Secure continuous support from management and officials from all Business Units to assist with deployment to key port operations, and especially to manage the ports with an increasing number of travellers. Assistance from the Branch Human Resources in respect of resolving challenges pertaining to KM4 (Lebombo) and absenteeism (ORTIA). Creating a database of staff trained by the Learning Academy to tap into when additional staff are required. Revisit the Service Level Agreement with IT Services. Engage Travel Agency on unpleasant experiences over the period under discussion Strengthening of Stakeholder relations (especially with BCOCC / BMA Project office)
