IDI-INTOSAI Regions workshop Oslo 4-6 September 2017

2 Basic information Question Region’s status/response
When last has your Region carried out a strategic planning exercise? In 2016, ASEANSAI initiated framework for ASEANSAI’s Strategic Plan 2018 – 2021 To what extent have you used the INTOSAI Framework for Regional Professionalism and IDI Guidance on Strategic Management in INTOSAI Regions to guide your strategic planning and to create maximum value for your member SAIs? For developing the SP, ASEANSAI followed majority of 8 steps in IDI Guidance on Strategic Management; For monitoring the SP implementation, ASEANSAI currently is conducting the Monitoring & Evaluation system (MES).

3 ASEANSAI’s Strategic Priorities/Objectives
SG 1: To support the implementation of ISSAI and INTOSAI good practices SO 1.1: To promote safeguarding the independence of member SAIs SO 1.2: To assist member SAIs in developing national audit standards and guidelines aligned with ISSAIs SG 2: To promote good performance of member SAIs SO 2.1: To support member SAIs to utilize performance related tools and concepts SO 2.2: To support member SAIs to progress in auditing through capacity building SG 3: To support member SAIs to fulfill their role towards the successful achievement of the SDGs SO 3.1: To encourage and support member SAIs to conduct SDG- related auditing SG 4: To strengthen ASEANSAI active role within ASEAN agenda SO 4.1: To support ASEAN and AEC Agenda SG 5: To improve the cooperation with regional and international partners SO 5.1: To expand cooperation with international SAI partners and stakeholders SO 5.2: To expand cooperation with international donors SG 6: To strengthen organizational governance of ASEANSAI SO 6.1: To improve the management and organization of ASEANSAI Compare the old and new SP

4 Key mechanisms/initiatives to achieve ASEANSAI’s priorities & objectives
Longer- term project based approach; Setting specific KPI for each project to measure expected outcomes with base-line and target; Developing and reviewing 2-year-Work plan in line with SP; Drawing up Annual operational plan; Carrying out Annual monitoring and evaluation meeting;

5 What capacity have you created, or do you plan to create to achieve ASEANSAI’s objectives?
(i) Capacity development through training and knowledge sharing ISSAI implementation; Auditing capacity; Application of performance related tools and concepts. (ii) Strengthening management and organization of ASEANSAI - Effective implementation of ASEANSAI’s SP through upgraded MES; - Improved internal coordination and communication strategy Highlight the capacity building activities

The approach to harmonize the organization’s ambitious strategic goals/objectives with its limited resources and capacity Do you have any suggestions for enhancements to the INTOSAI Framework of Regional Professionalism and/or the IDI Guidance on Strategic Management in INTOSAI Regions? Provision of guidance to define applicable KPI with baseline and target to measure the expected outcomes effectively
