2 What is the CERF? 3 Rapid Response Window Initiated by the RC / HC on behalf of the UNCT
Aims to promote early action and response to reduce loss of life; enhance response to time critical humanitarian requirements Has to be sudden onset / rapid deterioration / time-critical – it can not be used for regular ongoing humanitarian response Should jumpstart a response – should not be primary source of funding and cannot fund 100%. response Catalyst Advocacy Tool Clearly prioritised and coherent allocation of funds Focused on the most urgent life-saving needs Well coordinated both among aid agencies and with other funding sources. STRATEGIC USE OF CERF continued DEFINE STRATEGIC USE OF CERF (5min) READ THE DEFINITION ON THE SLIDE: ADDED VALUE OF CERF The gears explain how CERF adds value SAY: CERF IS SPECIAL AND UNIQUE The CERF is fast - its greatest added value is the ability to achieve life-saving action that would not have been possible without the grant CERF can put a spotlight on the crisis -- advocacy for other donor funding and greater attention on the emergency ERC has taken the opportunity of a CERF allocation to highlight a new or emerging crisis, or draw attention to regional implications of a crisis or an underfunded situation. CERF is a catalyst Coordination – engages HCT in determining the highest priority needs Leadership – empowers HC/RC who leads the process by the (humanitarian) country team to develop a prioritized submission with the most essential life-saving activities Complementarity - with other funds including CBPFs Summarize: Strategic can be summed up as maximizing the impact of a limited CERF funding in meeting the immediate life-saving needs of affected people. Let’s move on to involve you in understanding the methods and tools you can use at the country level to influence how CERF funds are used more strategically

8 Examples of questions to ask on strategic use of CERF:
What is the CERF niche? How will it leverage other funding? How will it kick start further action? How can it be used for advocacy? 10 Questions to ask on life-saving criteria
What actions are the most urgent / time sensitive? Who are the most vulnerable? Where are the most vulnerable? CERF 3.0 ROLES AND RESPONSIBILITIES (10 MIN) PURPOSE OF THE MODULE Use the CERF roles and responsibilities table to identify the involvement points of the field-based roles Compare the roles and accountabilities as they are carried out locally to the expectations for the CERF process – acknowledge challenges in carrying out the roles Identify the major points where process roles/responsibilities can be strengthened INTRODUCE THE TOPIC WITH KEY POINTS (2min) All of you play a role in the CERF process This discussion is to review and clarify when and how the key actors in the CERF process are involved ►GO TO NEXT SLIDE

12 In both RR and UF proposals explain clearly:
What criteria have been used to prioritize(both overall and at sector level), incl. life-saving / time critical / capacity to respond Targeting should above all be explained based on needs assessment / recent data How funds will be raised for the overall response (CERF does not want to be the primary source of funding) Explain clearly that activities are implementable within 3-4 months (for RR) and 6-7 months (for UF) Explain clearly what advocacy role / CERF niche 5.0 LIFE-SAVING CRITERIA (10 min)  PURPOSE OF THE MODULE Reinforce the purpose and application of the LSC in the prioritisation Practice deciding if a project fits the LSC (examples) Identify and clarify ‘grey areas’ in applying the LSC ►GO TO NEXT SLIDE

13 CERF evaluation questions
What is the trigger for this CERF request? Who is targeted, how many people, where and with what? To what extent are the selected geographical locations logical and streamlined? What are the overall strategic objectives of this request? Please describe in a SMART objective format (who is targeted, where, with what, for what purpose?) How are the different activities planned in this request interlinked? Are they implementable within six months? What are the operational constraints? Access? In what way is this request complementing existing or expected inputs from other sources? What is the advocacy message that can be sent through this CERF allocation? What in this request is CERF’s niche? Is it a strategic use of the CERF? How did humanitarian partners jointly prioritize the CERF request? What is missing?

14 HOW OCHA ROSEA CAN SUPPORT
Contact us when you are considering a RR request or when you are receiving an UF allocation.
