The Paris Agreement Goals The Enhanced Transparency Framework (ETF)
A long-term goal of holding the increase in global average temperature to well below 2°C above pre-industrial levels; Aim to limit the increase to 1.5°C, since this would significantly reduce risks and the impacts of climate change; The Enhanced Transparency Framework (ETF) Would allow to track progress towards the long-term goal through a robust transparency and accountability system

Objectives Build mutual trust and confidence and to promote effective implementation Provide clear understanding on climate action, including clarity on progress towards achieving Parties’ NDC Provide clarity on support provided and received Inform the Global Stocktake process

Facilitative and non-punitive nature Support needed for its implementation Common framework for action and support Provides flexibility for its implementation

The Enhanced TransparencyFramework scope

Build on experience from the existing MRV processes How to build-in flexibility taking into account countries´different starting points and different pace of progress Role of the technical expert review process? Is there a link to the Agreement´s compliance mechanism? ETF and Article 6: Experiences from the Kyoto Protocol that could add value?
