Item 4.1: overview of 2014 UOE data collection The ETS WG took note of the state of play of the UOE 2014 data collection (UOE data, quality reports, ISCED mappings) and was informed on the monitoring of compliance (timeliness and data quality). The UOE national coordinators will receive in advance, for information, the reports prepared for the directors of social statistics Missing information must be provided as soon as possible by concerned countries (individual reminders have been sent) Improvements are expected on learning mobility data. Countries must also be prepared to implement the changes in this domain (definition of mobile students; credit mobility) On trend data, Eurostat might come back to the countries after consultation with OECD on the results of the recent data collection 16-17 June 2015 Education and Training Statistics Working Group

Item 4.2: 2015 UOE data collection The ETS WG has been informed that all the UOE questionnaires and the UOE manual should be sent before the end of June. Few adaptations have been brought compared to last year. An additional request (individual ages) will be included in the LANG questionnaire (provision is optional). A new data collection on completion rates could be proposed at the end of the year, on a voluntary basis, with a new questionnaire and improved guidelines. A discussion could take place in October in the INES WG meeting organised by OECD. Countries were invited to anticipate the changes expected in 2016 (fields of education; end of derogations) 16-17 June 2015 Education and Training Statistics Working Group

Item 4.2: 2015 UOE data collection The ETS WG took note of the new validation procedure envisaged by ESTAT for the specific questionnaires LANG and REGIO, a two-step approach which includes the use of error reports from EDIT (the ESTAT validation tool). Countries were encouraged to submit csv/xml formats. The ETS WG took note of the new initial assessment in the validation procedure for UOE questionnaires which requires minimum quality on submitted questionnaires. 16-17 June 2015 Education and Training Statistics Working Group

Item 4.3: Expenditure data The ETS WG has been informed by DG EAC on the recommendations of the 'indicator expert group (IEG) on education investment' aimed at improving the expenditure data on education. Actions linked to UOE data will be envisaged by Eurostat in collaboration with DG EAC, OECD and Unesco. The preliminary results will be reported to the WG next year. 16-17 June 2015 Education and Training Statistics Working Group

Item 4.3: Schools The ETS WG has been informed by DG EAC that data on schools as entities are needed for new policy needs A prerequisite for collecting comparable data is to agree on a common definition of schools DG EAC has been invited to provide more information on the relevance of the required information as regards the specific needs and on how this information will be used The Commission might prepare a short questionnaire to countries on information on schools already accessible at national level Most countries reported problems in collecting school capacities 16-17 June 2015 Education and Training Statistics Working Group

5: Education classifications
Item 5.1 ISCED 2011/ISCED mappings The ETS WG took note on the last supporting documents for ISCED2011 and ISCED-F 2013, made available recently. ETS WG was informed about the state of play and quality of ISCED mappings They will be published on CIRCABC at the beginning of July. Last four countries are asked to provide their mappings by this deadline. All countries which have not yet filled in the sheets "Qualifications outside scope UOE" (if relevant) and "Old qualifications", are kindly asked to provide this information in the ISCED mappings 2015. The ETS WG thanked Marta for her great work on the mappings, especially the critical questions and the good support when elaborating the mappings. 16-17 June 2015 Education and Training Statistics Working Group

Item 5.2 Implementation of ISCED 2011 in EU-LFS ETS WG took note of the analysis done on implementation of ISCED 2011 in the EU-LFS 2014. Metadata on the variable HATLEVEL in the EU-LFS will be added next week to the ESMS sheet on Eurostat website. 16-17 June 2015 Education and Training Statistics Working Group

Item 5.3 Classification of learning activities ETS WG took note of and approved the general approach proposed by Eurostat to update the Classification of learning activities (CLA). ETS WG took note of the consultation process ending by the end of August in order to adopt (written procedure) a consolidated version of the CLA in September 2015. 16-17 June 2015 Education and Training Statistics Working Group

6 – Learning mobility statistics (1)
The ETS WG took note of the results of the pilot data collection on LEMO via household surveys. It was remarked that the specificity of the phenomenon can cause errors (proxies for and absence of young people). The ETS WG supported Eurostat's conclusions that the EU benchmark cannot be estimated based on the results of the pilot. The ETS WG generally supported Eurostat's conclusions the non-feasibility to measure IVET LEMO through household surveys at a "reasonable" cost. However, NL and SE indicated the national feasibility and importance of the results. These outcomes should be considered when reviewing the benchmark in the mid-term review. 16-17 June 2015 Education and Training Statistics Working Group 11

6 – Learning mobility statistics (2)
The ETS WG supported Eurostat's conclusions on the statistical feasibility of measuring general youth LEMO and overall LEMO during tertiary education via household surveys under certain conditions (i.e. suitable survey vehicle). It was noted that the political need to measure general or tertiary LEMO should be confirmed The ETS WG took note of the restrictions for a suitable survey vehicle already available in the ESS. 16-17 June 2015 Education and Training Statistics Working Group 12

8 – Modernisation of social statistics
Item 8.1: Integrated European Social Statistics (IESS) ETS WG took note of recent developments concerning the future IESS Framework Regulation. The ETS WG was also informed about its potential impact on the availability of education statistics Item 8.2: Core Social Variables ETS WG agreed upon the contents (including removal of reference to NFQ) of the 'standard sheets' regarding education P1 variables. Item 9.1 Adult Education Survey The ETS WG was informed on progress towards the 2016 AES data collection, in particular on the availability of the implementation manual. The 2016 AES implementation manual will be revised in view of the updated CLA.
