9 Failed Pieces of Legislation
Equal Rights Amendment First Proposed 1923 “Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex.” Passed both houses of Congress in 1972, but was only ratified by 35 of the 38 required states.
