1 Priority List of Data Sets for eReporting Proposal for extension, Issues
Gabriele Vincze, 23 November 2017

2 Proposal - extension of the priority data list
Reporting obligation More details/information provided; all relevant data sets listed Links to other reporting requirements included Reported spatial data / reporting guidelines Information if spatial data reporting guidelines are available (link) Information to reported data sets and listing of reported datasest INSPIRE Annex & Spatial Data Theme Assignement of relevant spatial data theme(s)

3 Proposal - extension of the priority data list

4 Proposal - extension of the priority data list
Further information helpful/needed per data set? Frequency of reporting / next deadline Data format Metadata tag >> see presentation later today Data domain (nature, water, noise, …) Geographic extent (nation wide data set; federal state data set) …?

5 Issues – Data listing and data set identification
Overwiew & more details Overview list: includes all relevant data sets Extended lists: include more information separated by env. domain (air, noise, natuer, water, …) Numbering of list enries / data sets Link to „master table“ (based upon Reporting Fitness Check) or extended list including more in depth information Data not reported by MS – stay in the list? Biogeographical regions made and provided by EEA

6 Issues – metadata tagging, linked approach
Reported data and INSPIRE „as is“ data sets 1 INSPIRE data set includes data relevant for more than one reporting process/obligation Example AT – water quality monitoring stations Online available data sets include the complete monitoring network available since monitoring began; data are used for WFD reporting, Nitrate Directive reporting, WISE-SoE 1 INSPIRE data set includes data of more than one reporting period Example AT FFH & Bird directive WFD drinking water protection areas

7 Issues – Metadata tagging, linked approach
Reported data and INSPIRE „as is“ data sets 1 reported data set but more than one nationally/regionally available INSPIRE data sets Depending on national classification of data, purpose of data collection, responsible organisations and different national or federal responsibilities Example AT – water quality monitoring stations (nation wide data sets) Reporting: 1 data set including surface water quality monitoring sites and groundwater quality & quantity monitoring sites INSPIRE: different data sets according to media and monitoring purpose – surface water, groundwater, water quality, water quantity etc

8 Issues – Metadata tagging, linked approach
Reported data and INSPIRE „as is“ data sets 1 reported data set but more than one nationally/regionally available INSPIRE data sets Example AT – CDDA, linked approach (nation wide and regional data sets) Xml data provided as nation wide data set (type1 data) Spatial data (gml) provided by federal states (type2 data); federal states have different approaches – either 1 data set including all relevant CDDA areas or separate data sets according to protected area type; will be > 9 data sets

9 Issues - implementation challenge
Reporting responsibility / INSPIRE implementation responsibility Different state bodies or federal bodies, depending on the ownership / reference version of the data Example AT – CDDA Reporting: Environmant Agency Austria INSPIRE implementation: federal states administration >> all issues relevant with regard to metadata tagging and „finding“ the relevant data sets at INSPIRE Geoportals

10 Sneak Preview – reduce reporting data sets
Reduction of spatial reference data (type1) Identification of further relations between reporting processes / obligations („report once, use many times“) Definition of type 1 and type 2 data – find the appropriate interface Example: FFH habitat types and species distribution (list no. 24) – type1 & type2 data could be (is not the case now) Type 1 reference data set: INSPIRE grid Type 2: data linked to the grid

11 Next Steps Determination of the structure of the priority list
Which data to include ? Extended list with more details/information needed ? Or overview list sufficient ? Other proposals for list structure? Completion of the list after structure determination for all themes Collect further issues regarding „as is“ data Decission regarding metadata tagging & testing Eventually Identification of possibilities to reduce spatial reference data (type1 data) Collection of issues regarding INSPIRE data harmonisation / interoperability – priority Annex I, protected sites
