PART 1 -Initial Response - Receipt of Information -Three Principles- Preserve scene with minimal contamination and disturbance of physical evidence.

-Procedures- Ensure officer safety before proceeding Remain alert and attentive - assume the crime is ongoing until determined otherwise. Continue to assume the scene is a crime scene until determined otherwise.

PART 2 -Safety Procedures -Principle- Safety of individuals in and around scene is responding officer’s first priority.

PART 2 -Safety Procedures -Procedures- Ensure there is no immediate threat Scan area for sights, sounds, and smells that may present danger to personnel Ex. Gasoline, natural gas Approach scene cautiously - maximize safety.

PART 2 -Safety Procedures -Procedures- Survey scene for dangerous persons If present, control situation Notify supervisor, call for backup

PART 3 -Emergency Care -Principle- After rendering scene safe, ensure medical attention is provided to injured persons while minimizing crime scene contamination.

PART 3 -Emergency Care -Procedures- Check victim(s) for injuries/sign of life Call for medical attention Guide medical into scene - minimize contamination. Point out potential evidence so it can be avoided.

PART 3 -Emergency Care -Summary- Officer can lower risk of contamination and loss of evidence by assisting and instructing medical personnel during care and removal of the injured.

PART 4 -Secure & Control Persons at the Scene -Principle- Protect the scene by controlling, identifying and removing persons at the scene and limiting the number of persons who can enter the scene. If they don’t have a specific crime scene role, they should not be allowed to enter.

PART 4 -Secure & Control Persons at the Scene -Principle- Control individuals at the scene Prevent people from altering, destroying or removing evidence by restricting access. Exclude unauthorized and nonessential personnel not working the scene.

PART 4 -Secure & Control Persons at the Scene -Principle- Identify individuals at the scene: Suspects - secure and separate Witnesses - secure and separate Bystanders - if not witnesses, remove Family of victim - control while showing compassion Medical - direct, and point out evidence

PART 4 -Secure & Control Persons at the Scene -Summary- Controlling people at crime scene is essential to maintaining scene integrity, safeguarding evidence, and minimizing contamination.

PART 5 - Boundaries -Principle- Protect the scene by controlling, identifying and removing persons at the scene and limiting the number of persons who can enter the scene. If they don’t have a specific crime scene role, they should not be allowed to enter.
