UIA OPINION “Unfortunately we do not consider EGTCs as organised agglomeration mainly because their composition could be mixed (not composed only by municipalities), their limited scope (cooperation can be agreed on a limited number of fields), the fact that they are not necessarily set up by national law and therefore they are not recognised as tier of government. EGTCs therefore do not fulfill the initiative’s requirements/definition for organised agglomeraitons”.
