Gábor Nemecz Head of Department Department of Investment and Technical Development Ladies and Gentlemen! I am Gábor Nemecz, head of Department of Investment and Technical Development of BKV, Budapest Transport Company. With a couple of slides and without going into details I would like to show you the present status of public transport of the Hungarian capital and the developments we are proud of. 1 Contents The history of public transport in Budapest
1. The history of public transport in Budapest 2. Operational environment of BKV First of all, let’s take a look at the main topics of my presentation. As you can see, I would like to give you an overview on the past, present and future of Budapest public transport. The history of public transport in Budapest Operational environment of BKV BKV as service provider Investments, developments 3. BKV as provider 4. Investments, developments

2 BSZKRT ceased to exist in 1949.
The history of public transport in Budapest In 1922 the Budapest Metropolitan Transport Company Limited (BSZKRT) was established. BSZKRT ceased to exist in 1949. The Budapest Transport Company was established on 1st January 1968. From 1968 to 2010 BKV provided all tasks concerning traffic management, schedule, supervision, operating, maintenance and restoration. In 1922 Budapest Metropolitan Transport Ltd. (BSZKRT) was established. The new company integrated all public transport sectors in the city. Transport strategy, network development, traffic control, company management, etc. were all centralized. Then, in 1949 BSZKRT ceased to exist and several new transport companies were formed. Now came the years of separation. However, instead of co-operation these independent companies were rivalling each other, moreover, their maintenance consumed rather high costs. For this reason in 1967 they were merged into one big company and on January 1st 1968 Budapest Transport Company, i.e. BKV was established. From 1968 to 2010 BKV worked as an integrated company which carried out the tasks of both the transport organizer, namely: tansport strategy, traffic organizing and control, making time-tables, supervision, etc., and also of the transport service provider (operation, maintenance and refurbishment). 1.

3 CONTRACT OF PUBLIC UTILITIES CONTRACT OF PUBLIC UTILITIES
Operational environment of BKV SERVICE ORDER PROVIDER Transport management Schedules Traffic management Sales - controlling Tasks concerning the traffic control and the transaction of complex transport development projects Parts of costumer service Maintenance and development of vehicles and infrastructure Operation of vehicles and infrastructure Insurance of drivers and repairmen Assistance in BKK projects CONTRACT OF PUBLIC UTILITIES 8 years Orderes services: bus, raibound (tram, subway, suburban railway, trolleybus) and boat service Finance: compensation As I have mentioned, earlier it was BKV Zrt. who carried out the tasks of both of the service organizer and the service provider. In 2010 a new supervising and organizing entity was established, Budapest Transport Centre, that is the BKK, for the tasks of working out transport strategies . From 2012 we are working in the frame of a Public Service Contract in 8 years’ terms. BKV, as a transport operator has now the following responsibilities: We provide the maintenance and refurbishment of the vehicles and the infrastructure, We operate the vehicles and the infrastructure, We ensure drivers and maintenance personnel, And we cooperate in projects initiated and handled by BKK. BKK Zrt. as transport organizer, has the following tasks: They prepare transport strategies, plans, time-tables, They are responsible for the traffic control, They sell the tickets and passes, and they employ the controllers, too, They conduct traffic control projects and complex transport development projects, And they carry out Customer Service tasks, too. BKK Zrt., as transport organizer, is present at other transport service providers, too. OTHER PROVIDERS CONTRACT OF PUBLIC UTILITIES 2.

4 Number of passengers (in 2013)
The routes of BKV Zrt. are used by approximately 3 Million passengers per day. This means billion passengers annually. The proportion of the passengers between the different transport branches is the following: 37 per cent uses the buses, 29 per cent uses the trams, 23 per cent the underground, 5 per cent the trolleybuses and 6 per cent travels by the suburban railways 3.

5 Rolling stock (30th September 2013.)
Our Company carries out its service tasks with 2,740 vehicles. Our bus fleet consists of 1263 units, the tram and cogwheel railway fleet consists of 624 units, we have 414 metro trains, 294 suburban railway trains and 145 units of trolleybuses. With the opening of the new M4 subway line 15 new trains were added to our subway rolling stock. 3.

6 Thousand useful vehicle km
BKV faces significant losses in market and starts disadvantageously in the contest, because of the new model The traffic performance started to decline because of the new bus operating system. Thousand useful vehicle km And now, a couple of words about out difficulties: BKV has limited tools to keep its market share. The main problem is that BKK tenders maximum 66 per cent of the bus lines of the capital. In these tenders our company is not able to participate. Other problems are that we have poor – or better to say – minimal possibilities to buy new buses, while the other operators can buy. The concurrent companies are able to optimalize the taxes and the wages, which we cannot do. Furthermore, parallelly with the loss of performance and due to the fix expenses we suffer a nominal loss concerning cost-efficiency. We experience also disadvanteges from the task that we have to provide replacement buses for track closures. And another problem is that we receive more imbalanced orders within even a day. It is very impotrant in order to assure the efficiency of BKV to lessen the effects of the diminishing performance. 3.

7 BKV’s service performance
(Thousand place km) On this slide you can see BKV’s service performance in the past few years. In 2014 we expect a further loss in the performance of the bus sector. The main reason for this is that from 30th June 2014 the service of the bus routes into the agglomeration and the joining local routes will be served by Volán Zrt. By opening M4 metro line the service performance of the metro branch is expected to grow. 3.

8 Supplying public transport
Services of BKV Supplying public transport Budapest Agglomeration Bus Bus Trolleybus Suburban railway Tram Our Company operates five big branches, these are bus, tram, metro, suburban railway and trolleybus in and integrated system. We have some special vehicles, which are significant from the aspects of tourism – cogwheel railway, funicular, chairlift and boats, too. BKV keeps its own and its predecessors’ past by maintaining two museums and by operating nostalgic vehicles. In the public transport services we expect a significant decrease by restructuring the bus branch. To compensate it further actions are necessary in the future. Subway Suburban railway Boat 3.

9 Possibilities to keeping the passengers
To raise the service niveau: Procurement of new vehicles Procurement of modern and low-floor second-hand vehicles (bus, trolleybus) Boat line on schedule Modernization of suburban railway station and interior Improving the bicycle transport possibilities in cogwheel vehicles Infrastructural restorations, modernizations, change of superstructure on Grand Boulevard Platform modernization Optimalization of the transport net (Connected tramlines on Buda, coordinated transport with railroad and long-range bus services) Ensuring equal opportunity Giving prominence to environment (CNG buses) Energy saving (T5C5 drive modernization, recuperation) However, we still have possibilities to keep our passengers, first of all, by raising the service niveau. We have several plans to do this. For instance, by procuring new vehicles or modern low-floor second-hand vehicles, buses, trolleybuses. Another example is by operating scheduled boat services. For this reason we modernize and give a face-lift for the worn-out suburban railway vehicles and the stations, too. We extend the bycicle transport capacity of the cogwheel railway vehicles. And, of course, we modernise and refurbish tracks and railway superstructures and platforms, for example on the Grand Boulevard. This is why we try to optimalze the transport network , we shape connected tramlines on Buda (Budai Fonódó) and synchronize our time-tables with MÁV, Hungarian RAilways, or with Volán, the regional and long-distance bus operator. We also keep in mind our wheelchair user or elderly passengers by ensuring equal opportunity. We also care for our environment and sustainable transport – we enter CNG fuelled buses into traffic in Our other aim is to save energy. In this respect we modernize the drive system of our T5C5 tramcars and we take advantage of the recuperation of braking energy. 3.

10 Defining and guidance of developments
Division of labour in developments between BKK and BKV SERVICE ORDER: BKK PROVIDER: BKV In the new transport control system BKK Zrt. handles the developments of high importance. In these developments BKV takes past as operator and co-operator. However, BKV Zrt. carries out its own developments in order to raise the level of its services. Assistance in BKK projects concerning public transport Financial resources for BKV are granted by BKK under the circumstances fixed in the Contract of Public Services Strategy – Planning – Ordering Ticket and pass sales – Ticket and pass controlling Traffic management External communication Finance Defining and guidance of developments 4. 10

11 SECOND-HAND PROCUREMENT
2014: procurement of second-hand and new buses Procurement of 37 second-hand Van Hool CNG (compressed natural gas) buses from Dijon, that starts operating gradually this spring in the South-Pest region of the capital. Procurement of % second-hand, low floor, diesel, articulated buses SECOND-HAND PROCUREMENT PKD construction: % new Ikarus buses, BKV as assembler Procurement of % low-floor new solo bus is initiated (diesel / diesel- hybrid / electric) NEW PROCUREMENT BKV procured 37 units of used Van Hool CNG buses which will enter into service gradually this spring, in the region of South Pest. We have put out a new tender for the procurement of 25 units + 20 per cent used low-floor articulated diesel buses. Concerning the procurement of new vehicles, simultaneously with the buying ready made vehicles, our Company procures some vehicles in PKD (Partially Knocked Down kit) construction. The advantages of this construction: on the one hand it is more cost-effective than buying a new vehicle, on the other hand it uses the existing professional capacity and human resources of the company. This way we can take advantage of our strongholds. The procurement in PKD construction means buying the vehicles in parts and assembling it by own resources. This way it serves both aims. We have launched a tender for the procurement of 15 units per cent new low-floor solo buses, which can be fuelled by diesel/diesel-hybrid or can have an electric drive. These vehicles have to be 100 per cent low-floor city buses which are suitable for boarding and alighting of wheelchair user passengers, too. 37 Van Hool A330 CNG 3+15 Ikarus V127 4.

12 TROLLEYBUS RECONSTRUCTION 240 Tatra T5C5 tram restoration
We manufacture trolleybuses with the re-use of available equipment and the complex restoration of the Tatra trams start this year The construction of the trolleybus prototypes (reusing discarded bus bodies and trolleybus electronics) starts this year. The vehicles will be 12 meter long, double axled, low-floor, air-conditioned and capable of self-propelling. TROLLEYBUS RECONSTRUCTION The restoration and the modernization (with modern drive and control, new door control, new interior) of 25 (out of the 240 units) Tatra T5C5 vehicles from the s begins in 2014. TRAM RESTORATION Now, a few words about our – let’s say – recycling project: conversion of IK 412 into trolleybuses offers a good solution for balancing the present shortage of solo trolleybuses and the oversupply of articulated trolleybuses. In this project we assemble the refurbished electronics of rolled-out trolleybuses into IK bus bodes after a face-lift, and in the end we get up-to-date vehicles which satisfy the present passenger demands. The result of reusing a discarded bus body and trolleybus electronics will be a 12 m double axled, low-floor, air-conditioned vehicle which is able to drive also in self prolelled mode. This year the modernization of 25 units of Tátra T5C5 type tramcars will take place. We schedule the furnishing the remaining 215 vehicles with up-to-date drive and controls and revamping the passenger compartments in the following years. 3 IK GT trolleybus 240 Tatra T5C5 tram restoration 4.

15 The public transport of Budapest holds multiple records:
Curiosity The public transport of Budapest holds multiple records: The 4 and 6 tram lines are Europe’s busiest lines, more than people uses them per day. The Siemens Combino Supra Budapest NF12B tram was the world’s longest walk-through tram, when it started operating The M1 subway of Budapest was the first operating subway in the world. The tram line 2 appears 7th on National Geographic’s top 10 list in the book Journeys of a Lifetime. Budapest is an interesting city also from transport aspects. There are several attractions for transport fans, too, so I can recommend you to visit our city. You can find here the busiest tramline of Europe. On this line runs one of the longest walk-through tramcars of the world. The Budapest M1 metro line is the first electric powered underground line in the world. It was built within only 22 months and it has been serving the public for almost 120 years. The Budapest tramline 2 runs on one of the most beautiful parts of the city, on the Pest-side Danube bank. Travelling in it, you can enjoy the view of several tourist attractions, just to mention the unique building of the Hungarian Parliament, the Danube promenade, the row of the Pest hotels and the spectacular panorama of Buda with the Fishermen’s Bastion, Mathias Church and the Buda Castle reflected on the water.
